The Standing Committee on Health met at 3:44 p.m. this day, in Room 237-C, Centre Block, the Chair, Rob Merrifield, presiding.

 

Members of the Committee present: Dave Batters, Hon. Carolyn Bennett, Patricia Davidson, Nicole Demers, Ruby Dhalla, Steven John Fletcher, Hon. Hedy Fry, Christiane Gagnon, Tina Keeper, Rob Merrifield and Penny Priddy.

 

Acting Members present: Hon. Michael D. Chong for Rick Dykstra and Luc Malo for Nicole Demers.

 

In attendance: Library of Parliament: Sonya Norris, Analyst; Odette Madore, Analyst.

 

Witnesses: University of Alberta: Timothy Caulfield, Professor, Health Law Institute. Dalhousie University: Françoise Baylis, Professor, Department of Bioethics, Novel Tech Ethics. Pursuant to Standing Order 32(5), the Committee resumed consideration of the Proposed Regulations under Section 8 of the Assisted Human Reproduction Act, referred to the Committee on Friday, October 27, 2006.
 

The witnesses made statements and answered questions.

 
At 5:05 p.m., the sitting was suspended.
 

At 5:09 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the proposed budget in the amount of $7,500.00, for the study on the Proposed Regulations under Section 8 of the Assisted Human Reproduction Act, be adopted.

 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, December 5, 2006, to consider the business of the Committee and agreed to make the following recommendations:

1. That a meeting on Bill S-2, An Act to amend the Hazardous Materials Information Review Act, referred to the Committee on November 1, 2006, be scheduled for Monday, January 29, 2007; and that the meeting include the appearance by witnesses and the clause by clause study of the Bill.

2. That the Committee invite the Auditor General to appear in a televised meeting with respect to Chapters 8 and 10 of her 2006 Report dealing with matters related to the mandate of Health Canada; and that officials from Health Canada, and any other relevant departments, also be asked to appear at the same meeting, subject to the availability of the Auditor General in late January or early February 2007.

3. That the Committee strive to adopt the draft report on Childhood Obesity before the adjournment of the House scheduled for Friday, December 15, 2006; and that the report be presented to the House of Commons shortly after Parliament resumes sitting in late January 2007.

4. That, if possible, the Committee conclude the study of the Proposed Regulations under Section 8 of the Assisted Human Reproduction Act, referred to the Committee on October 27, 2006, before the adjournment of the House of Commons scheduled for Friday, December 15, 2006; and that any recommendations with respect to the proposed regulations be presented to the House of Commons as soon as Parliament resumes sitting in late January 2007, in order to meet the required limit of 30 sitting days for the review and report by the Committee on the regulations, as specified in the Act.

5. That the Committee commence its study on Prescription Drugs with the Common Drug Review, shortly after Parliament resumes sitting in late January 2007; to be followed by post-market surveillance and then by drug access for which the analysts will prepare work plans; and that the selection of future themes for this study be done by members of the Subcommittee on Agenda and Procedure, based on the list of suggestions submitted by members of the full Committee.

 

It was agreed, — That the Second Report of the Subcommittee on Agenda and Procedure be adopted.

 
Pursuant to Standing Order 108(2), the Committee resumed its study on Childhood Obesity.
 

The Committee resumed consideration of a draft report.

 

At 5:41 p.m., the Committee adjourned to the call of the Chair.
