The Standing Committee on Citizenship and Immigration met at 11:02 a.m. this day, in Room 308, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Norman Doyle, Meili Faille, Raymond Gravel, Nina Grewal, Rahim Jaffer, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst.

 

Witnesses: As an individual: Jean-Guy Fleury, former Chairperson, Immigration and Refugee Board of Canada.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of Refugee Issues - IRB Appointment Process.
 

The witness made a statement and answered questions.

 

At 12:46 p.m., the sitting was suspended.

At 12:47 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jim Karygiannis moved, — That witnesses from an organization be given ten (10) minutes to make their opening statement; and that, at the discretion of the Chair, during the questioning of witnesses, there be allocated seven (7) minutes for the first questioner of each party and that thereafter five (5) minutes be allocated to each questioner who has not yet had a chance to participate, in the following order:

1st round (7 minutes)

— Liberal

— Bloc québécois

— NDP

— Conservative

2nd round (5 minutes)

— Liberal

— Bloc québécois

— Conservative

3rd round (5 minutes)

— Liberal

— Conservative

4th round (5 minutes)

— Liberal

— Conservative

5th round (5 minutes)

— Liberal

— Bloc québécois

— NDP

— Conservative .

 

On motion of Bill Siksay, it was agreed, — That the motion be amended by deleting the last paragraph and adding the words “after which, this schedule will repeat with a (5) five minute time limit for each round”.

 

Bill Siksay moved, — That the motion be amended by adding the words “and that no individual member be allowed to participate more than once in each round”, at the end of the motion.

 

After debate, the question was put on the amendment of Bill Siksay and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

Bill Siksay moved, — That the motion be amended by adding the words “and that no member may share his/her time with another member” at the end of the motion.

 

The question was put on the amendment of Bill Siksay and it was negatived, by a show of hands: YEAS: 1; NAYS: 9.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
