The Standing Committee on Citizenship and Immigration met in camera at 11:06 a.m. this day, in Room 209, West Block, the Vice-Chair, Andrew Telegdi, presiding.

 

Members of the Committee present: Omar Alghabra, Meili Faille, Raymond Gravel, Rahim Jaffer, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

Acting Members present: Mike Allen for Norman Doyle, Garry Breitkreuz for Nina Grewal, Rick Dykstra for Rahim Jaffer and Steven John Fletcher for Barry Devolin.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst; Trupati Patel, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 26, 2006, the Committee resumed its study of Detention Centers - Security Certificates.
 

The Committee commenced consideration of a draft report.

 

At 12:45 p.m., the sitting was suspended.

At 12:47 p.m., the sitting resumed in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jim Karygiannis moved, — That the Committee calls Government officials to provide evidence on the detainees in Kingston and what the Department of Citizenship and Immigration Canada and the Canada Border Services Agency have on them, and that the meeting be held in camera.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Jim Karygiannis, Blair Wilson — 2; NAYS: Omar Alghabra, Mike Allen, Garry Breitkreuz, Rick Dykstra, Meili Faille, Steven John Fletcher, Raymond Gravel, Ed Komarnicki, Bill Siksay — 9.

 

Jim Karygiannis moved, — That the Committee calls the five guards (Macdonald, Noble, Loft, Munroe, and McRae) to testify on detainee treatment, and that the witnesses be sworn in under oath.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Jim Karygiannis — 1; NAYS: Omar Alghabra, Mike Allen, Garry Breitkreuz, Rick Dykstra, Meili Faille, Steven John Fletcher, Raymond Gravel, Ed Komarnicki, Bill Siksay, Blair Wilson — 10.

 

Jim Karygiannis moved, — That three individuals (directors) responsible for decisions on running the facility from the Department on Citizenship and Immigration Canada, the Canada Border Services Agency and the Correctional Services be brought before the Committee.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Jim Karygiannis, Blair Wilson — 2; NAYS: Omar Alghabra, Mike Allen, Garry Breitkreuz, Rick Dykstra, Meili Faille, Steven John Fletcher, Raymond Gravel, Ed Komarnicki, Bill Siksay — 9.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
