The Standing Committee on Aboriginal Affairs and Northern Development met at 11:09 a.m. this day, in Room 308, West Block, the Chair, Colin Mayes, presiding.

 

Members of the Committee present: Rod Bruinooge, Jean Crowder, Nancy Karetak-Lindell, Marc Lemay, Yvon Lévesque, Colin Mayes, Hon. Anita Neville, Todd Norman Russell and Brian Storseth.

 

Acting Members present: Hon. Marlene Jennings for Hon. Larry Bagnell.

 

Associate Members present: Jacques Gourde and Dave Van Kesteren.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

Witnesses: Department of Indian Affairs and Northern Development : Daniel Watson, Senior Assistant Deputy Minister, Policy and Strategic Direction; Daniel Ricard, Director General, Litigation Management and Resolution Branch. Department of Justice: Douglas Kropp, Senior Counsel, Resolution Strategy Unit; Charles Pryce, Senior Counsel, Aboriginal Law and Strategic Policy; Martin Reiher, Senior Counsel, Operations and Programs Section. Canadian Human Rights Commission: Jennifer Lynch, Chief Commisioner; David Langtry, Commissioner; Hélène Goulet, Secretary General, Secretary General's Office; Harvey Goldberg, Proactive Team Leader, Strategic Initiatives Branch.

 
Pursuant to the Order of Reference of Wednesday, February 21, 2007, the Committee resumed consideration of Bill C-44, An Act to amend the Canadian Human Rights Act.
 

Daniel Watson made an opening statement and, with Charles Pryce and Douglas Kropp answered questions.

 

At 12:01 p.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed.

 

Jennifer Lynch made an opening statement and, with David Langtry answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Anita Neville moved, — That the Standing Committee on Aboriginal Affairs and Northern Development call representatives from the Assembly of First Nations (AFN) back to Committee to present their comments on the proceedings and presentations that have been put forth before this committee on Bill C – 44.

 

The Chair ruled the proposed motion inadmissible as the group in question has already had an opportunity to appear before the Committee on Bill C-44.

 

Whereupon, Anita Neville appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned, by a show of hands: YEAS: 2; NAYS: 7.

 

Jean Crowder moved, — That the motion be amended by adding after the words “Assembly of First Nations (AFN)” the following: “and the Native Women's Association of Canada”.

 

The question was put on the amendment of Jean Crowder and it was agreed to, by a show of hands: YEAS: 7; NAYS: 2.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 2.

 

It was agreed, — That the Committee hear these witnesses on Tuesday, June 12, 2007.

 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
