The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Bill Casey, Yvon Godin, Michel Guimond, Dale Johnston, Hon. Judi Longfield, Pauline Picard and Scott Reid.

 

Acting Members present: Hon. Larry Bagnell for Hon. Karen Redman, Don H. Bell for Hon. Dominic LeBlanc, Robert Carrier for Michel Guimond, Ken Epp for Jay Hill, Derek Lee for Hon. Judi Longfield and Benoît Sauvageau for Michel Guimond.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: Office of the Chief Electoral Officer: Jean-Pierre Kingsley, Chief Electoral Officer of Canada; Diane R. Davidson, Deputy Chief Electoral Officer and Chief Legal Counsel; Janice Vézina, Senior Director, Election Financing and Corporate Services.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2005-2006: Vote 15 (Office of the Chief Electoral Officer) under PRIVY COUNCIL, referred to the Committee on Friday, February 25, 2005.
 

The Chair called Vote 15 under PRIVY COUNCIL.

 

Jean-Pierre Kingsley made a statement and, with the other witnesses, answered questions.

 

Françoise Boivin moved, — That Vote 15 under PRIVY COUNCIL, less the amount of $5,057,750 granted in Interim Supply, carry.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Larry Bagnell, Don H. Bell, Françoise Boivin, Robert Carrier, Bill Casey, Ken Epp, Yvon Godin, Dale Johnston, Derek Lee, Pauline Picard, Scott Reid — 11; NAYS: — 0.

 

Derek Lee moved, — That the Chair report Vote 15 under PRIVY COUNCIL, less the amounts voted in Interim Supply, to the House.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Larry Bagnell, Don H. Bell, Françoise Boivin, Robert Carrier, Bill Casey, Ken Epp, Yvon Godin, Dale Johnston, Derek Lee, Pauline Picard, Scott Reid — 11; NAYS: — 0.

 

ORDERED, — That the Chair report Vote 15 under PRIVY COUNCIL, less the amounts voted in Interim Supply, to the House.

 

At 12:32 p.m., the Committee proceeded to sit in camera.

 
Pursuant to the Order of Reference of Monday, April 18, 2005, the Committee resumed consideration of the question of privilege relating to mailings sent to the riding of Windsor West.
 

The Committee commenced consideration of a draft report.

 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
