The Standing Committee on Procedure and House Affairs met at 11:03 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Bill Casey, Michel Guimond, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard and Hon. Karen Redman.

 

Acting Members present: David Chatters for Scott Reid and John Reynolds for Jay Hill.

 

Other Members present: Alain Boire.

 

In attendance: Library of Parliament: James Robertson, Principal; Megan Furi, Analyst.

 

Witnesses: House of Commons: William Corbett, Clerk; Michel Guimond, Montmorency—Charlevoix—Haute-Côte-Nord. As an Individual: Hon. Serge Marcil, P.C..

 
Pursuant to the Order of Reference of Tuesday, November 23, 2004, the Committee commenced consideration of the question of privilege relating to the usurpation of the title of Member of Parliament by Serge Marcil.
 

Michel Guimond and the Honourable Serge Marcil made statements and answered questions.

 

Bill Casey moved, — That the Committee accept the apology of the Organisation de Valleyfield pour les personnes atteintes de cancer and report to the House accordingly.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 2.

 

The Clerk of the House answered questions arising from the proceedings on the question of privilege.

 

It was agreed, — That the staff prepare a draft report for the Committee's consideration at its next meeting.

 

It was agreed, — That, in order to minimize the chances of similar incidents arising in the future, the staff draft a letter to the Board of Internal Economy for the Committee's consideration requesting that it consider reviewing the provisions relating to Members not re-elected of the Members' Allowance and Services.

 

At 12:05 p.m., the Committee adjourned to the call of the Chair.
