The Standing Committee on Government Operations and Estimates met at 3:35 p.m. this day, in Room 308 West Block, the Chair, Leon E. Benoit, presiding.

 

Members of the Committee present: Leon E. Benoit, Ken Boshcoff, Marcel Gagnon, Marc Godbout, Diane Marleau, Pat Martin, Joe Preston, Francis Scarpaleggia, Paul Szabo and Louise Thibault.

 

Acting Members present: Guy Lauzon for James Moore and Pierre Poilievre for Randy White.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Tara Gray, Analyst. House of Commons: Joann Garbig, Legislative Clerk.

 

Appearing: Hon. Diane Marleau, Parliamentary Secretary to the President of the Treasury Board and Minister responsible for the Canadian Wheat Board.

 

Witnesses: Public Service Human Resources Management Agency of Canada: Monique Boudrias, Executive Vice-President; Carole Bidal, Legal Counsel, Legal Services Branch; Jean-Claude Dumesnil, Director General, Strategic Planning.

 
Pursuant to the Order of Reference of Wednesday, October 27, 2004, the Committee commenced consideration of Bill C-8, An Act to amend the Financial Administration Act, the Canada School of Public Service Act and the Official Languages Act.
 

Monique Boudrias made a statement and, with Carole Bidal, answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 1 carried.

 

Clause 2 carried.

 

Clause 3 carried.

 
The Chair called Clause 4.
 
Louise Thibault moved, — That Bill C-8, in Clause 4, be amended by replacing line 27 on page 3 with the following:

“responsible and accountable for the coordination of the activities”

 

After debate, the question was put on the amendment of Louise Thibault and it was agreed to.

 

Clause 4, as amended, carried.

 

Clause 5 carried.

 

Clause 6 carried.

 

Clause 7 carried.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C - 8, as amended, be reprinted for the use of the House at report stage.

 

At 4:02 p.m., the sitting was suspended.

Pursuant to Standing Order 39(5)(b), the Committee commenced consideration of the failure of the Ministry to respond to written question No. Q-39 on the Order Paper referred to the Committee on Januray 31, 2005 and which read as follows:

Mr. Williams (Edmonton-St. Albert) - With regard to public opinion polling and research conducted for government departments, agencies and Crown corporations: (a) what was the total cost of polling and research commissioned for each department, agency and Crown corporation in fiscal years 2002-2003 and 2003-2004; and (b) in each case where polling or research was contracted for or requested, (i) which department, agency or Crown corporation requested the polling or research, (ii) what was the name and location of the company to do the polling or research, (iii) what was the title of the poll or research conducted, (iv) what was the cost of the poll or research, and (v) which department, agency or Crown corporation paid for the polling or research?
 

Guy Lauzon moved, — That the Committee invite Officials from the Department of Public Works and Government Services Canada and Officials from the Office of the Privy Council along with Mr. John Williams, M.P. to respond to questions regarding the failure to respond to Question on the Order Paper No. 39 on Thursday, February 3, 2005.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 6.

 

At 4:25 p.m., the Committee adjourned to the call of the Chair.
