The Standing Committee on Official Languages met in a televised session at 9:12 a.m. this day, in Room 237-C Centre Block, the Chair, Pablo Rodriguez, presiding.

 

Members of the Committee present: Guy André, Françoise Boivin, Jean-Claude D'Amours, Odina Desrochers, Marc Godbout, Yvon Godin, Guy Lauzon, Pierre Poilievre, Pablo Rodriguez, Raymond Simard and Maurice Vellacott.

 

In attendance: Library of Parliament: Marion Ménard, Analyst.

 

Witnesses: Office of the Commissioner of Official Languages: Dyane Adam, Commissioner of Official Languages; JoAnn Myer, Director General, Policy and Communications Branch; Michel Robichaud, Director General, Investigations Branch; Gérard Finn, Advisor.

 
Pursuant to Standing Order 108(3)(f), the Committee resumed consideration of the study on bilinguism in the public service of Canada.
 

Dyane Adam made a statement and, with the other witnesses, answered questions.

 

At 10:45 a.m., the sitting was suspended.

At 10:48 a.m., the sitting resumed.

 

Yvon Godin moved, — As part of the House Leader’s consultation on the preliminary review of government appointments to non-judicial positions by standing committees of the House of Commons, the Standing Committee on Official Languages recommends to the government:

1) That it develop skills and competence-related criteria for all non-judicial government appointments, including Board Members and senior Officers of Crown Corporations and other government agencies, for which a standing committee has reviewing responsibility; and that this criteria specifically address the non-partisan nature of these appointments.

2) That it then submits these criteria to each relevant standing committee of the House of Commons for consideration, and approval with amendment if necessary.

3) That it then publicly release, including publication in the Canada Gazette, the committee-approved criteria for each appointment.

4) That it put forward amendments to the Standing Orders of the House of Commons so that, as part of this new process, the names and qualifications of each nominee for an appointed position are referred to the appropriate standing committee prior to the date of the appointment, with an explanation of how each nominee’s qualification meet the established criteria.

5) That it encourage each committee to adopt some motions requiring the committee to hold at least one full meeting every two months to review government nominees for appointment.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

At 10:59 a.m., the Committee adjourned to the call of the Chair.
