The Standing Committee on Finance met at 11:09 a.m. this day, in Room 208 West Block, the Chair, Massimo Pacetti, presiding.

 

Members of the Committee present: Guy Côté, Charles Hubbard, Yvan Loubier, Maria Minna, Massimo Pacetti, Charlie Penson and Judy Wasylycia-Leis.

 

Acting Members present: Richard Harris for Monte Solberg, Wajid Khan for Don H. Bell and Rob Merrifield for Brian Pallister.

 

In attendance: House of Commons: Joann Garbig, Legislative Clerk; Jean-François Lafleur, Legislative Clerk. Library of Parliament: June Dewetering, Principal; Alexandre Laurin, Analyst.

 

Appearing: Hon. John McKay, Parliamentary Secretary to the Minister of Finance; Hon. Robert Thibault, Parliamentary Secretary to the Minister of Health.

 

Witnesses: Department of Health: Meena Ballantyne, Director General, Health Care Policy Directorate. Department of Finance: Glenn R. Campbell, Senior Chief, Federal-Provincial Relations Division. Department of Health: Carole Johnson St-Amour, General Counsel, Assistant Director, Legal Services. Department of Finance: Yvan Roy, Assistant Deputy Minister and Counsel to the Department of Finance.

 
Pursuant to the Order of Reference of Thursday, February 10, 2005, the Committee commenced consideration of Bill C-39, An Act to amend the Federal-Provincial Fiscal Arrangements Act and to enact An Act respecting the provision of funding for diagnostic and medical equipment.
 

The Parliamentary Secretary to the Minister of Finance made an opening statement and, with the Parliamentary Secretary to the Minister of Health, Meena Ballantyne and Yvan Roy answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

By unanimous consent, Clauses 1 to 5 inclusive carried.

 

On Clause 6,

Yvan Loubier moved, — That Bill C-39, in Clause 6, be amended by replacing lines 20 and 21 on page 4 with the following:

“25.91 For greater certainty and for the purposes of this Part (V.1), the 2004 10-Year Plan to”

 

After debate, the question was put on the amendment of Yvan Loubier and it was agreed to.

 

Clause 6, as amended, carried.

 

On Clause 7,

Yvan Loubier moved, — That Bill C-39, in Clause 7, be amended by adding after line 19 on page 5 the following:

2. For greater certainty and for the purposes of this Act, the 2004 10-Year Plan to Strengthen Health Care includes the communiqués released in respect of the First Ministers’ Meeting on the Future of Health Care that was held from September 13 to 15, 2004.”

 

After debate, the question was put on the amendment of Yvan Loubier and it was agreed to.

 

Clause 7, as amended, carried.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

At 12:10 p.m., the sitting was suspended.

At 12:11 p.m., the sitting resumed.
