The Standing Committee on Foreign Affairs and International Trade met at 8:35 a.m. this day, in Room 371 West Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Maurizio Bevilacqua, Stockwell Day, Helena Guergis, Francine Lalonde, Lawrence MacAulay, Alexa McDonough, Dan McTeague, Pierre A. Paquette, Bernard Patry, Beth Phinney and Kevin Sorenson.

 

Acting Members present: Roger Clavet for Pierre A. Paquette and Deepak Obhrai for Ted Menzies.

 

Associate Members present: Navdeep Bains.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; James Lee, Analyst; Marcus Pistor, Analyst.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on June 7, 2004, the Committee resumed its study of the International Policy Statement.
 

Roy Culpeper made statement and, with Kristiana Powell, answered questions.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 15, 2005, the Committee resumed its study of Canada's role in promoting peace and security in the areas affected by the tsunami in Asia and Canada's capability to respond to international humanitarian catastrophes.
 

Nancy Slamet, Evi Zain and Jess Agustin made statements and answered questions.

The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Second Report of the Subcommittee on Human Rights and International Development be adopted as its report.

 

At 10:48 a.m., the sitting was suspended.

At 10:48 a.m., the Committee resumed sitting in public.

 

Alexa McDonough moved, — That, pursuant to Standing Order 108(2) and the Committee’s on-going study of the government of Canada’s International Policy Statement, the committee call on the government of Canada, prior to the upcoming Gleneagles Summit in Scotland, to join the majority of G-8 and all fifteen European Union countries, by:

Accepting and acting upon the near-unanimous recommendations of Committee witnesses from 2003 to date, among them, Stephen Lewis, UN Special Envoy for HIV/AIDS in Africa, Roy Culpeper, President, North-South Institute, Marie-Luisa Monreal, Director General of the Association québécoise des organismes de coopération internationale, James Wolfensohn, President of the World Bank 1995-2005, Jeffrey Sachs, Director of Millenium Project and Special Advisor to the United Nations Secretary-General on the UN Millennium Development Goals, Gerry Barr, Executive Director of the Canadian Council for International Cooperation, and Robert Greenhill, newly-appointed President of CIDA, to honour the Millennium Development Goals and commit immediately to increase Canada’s aid budget by 12 to 15% annually to achieve aid level of 0.5% of Canada’s gross national product by 2010 and 0.7% of Canada’s GNP by 2015;

Improving our aid effectiveness by strengthening the partnership with civil society, both in Canada and overseas;

Introducing legislation before the end of the 2005 calendar year which establishes poverty reduction as the priority for Canada’s Official Development Assistance (ODA), as outlined in the historic February 17, 2005, letter from all Opposition Leaders to the Prime Minister, to ensure that aid is provided in a manner consistent with Canada’s human rights obligations and respectful of the perspectives of those living in poverty; and

Ensuring the increased funding is reflected in the 2006-2007 federal budget.

And that the Committee adopt this motion as its report to the House and that the Chair present the said report to the House.

Debate arose thereon.

 

On motion of Helena Guergis, it was agreed, — That the motion be amended by adding in the second paragraph the words “, through a plan,” between the words “commit immediately” and “to increase Canada's aid budget”.

 

On motion of Dan McTeague, it was agreed, — That the motion be amended by deleting in the first paragraph the words “, to join the majority of G-8 and all fifteen European Union Countries, by”.

 

On motion of Dan McTeague, it was agreed, — That the motion be amended by deleting in the second paragraph the words “Stephen Lewis,UN Special Envoy for HIV/AIDS in Africa, Roy Culpeper, President, North-South Institute, Marie-Luisa Monreal, Director General of the Association québécoise des organismes de coopération internationale, James Wolfensohn, President of the World Bank 1995-2005, Jeffrey Sachs, Director of Millenium Project and Special Advisor to the United Nations Secretary-General on the UN Millennium Development Goals, Gerry Barr, Executive Director of the Canadian Council for International Cooperation, and Robert Greenhill, newly-appointed President of CIDA”.

 

On motion of Helena Guergis, it was agreed, — That the motion be amended by replacing in the fourth paragraph the words “before the end of the 2005 calendar year” with the words “prior to the next federal budget”.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

At 10:59 a.m., the Committee adjourned to the call of the Chair.
