The Standing Committee on Access to Information, Privacy and Ethics met at 11:07 a.m. this day, in Room 371, West Block, the Acting Chair, David Tilson, presiding.

 

Members of the Committee present: Hon. Navdeep Bains, Odina Desrochers, Ken Epp, Hon. Marlene Jennings, Mario Laframboise, Derek Lee, Tom Lukiwski and Russ Powers.

 

Acting Members present: Richard Harris for David Chatters.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst; Nancy Holmes, Analyst.

 

Witnesses: Office of the Ethics Commissioner: Robert F. Benson, Deputy Ethics Commissioner; Stephen Tsang, Director, Strategy and Policy.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee Thursday, November 17, 2005, study on the report of the Office of the Ethics Commissioner - ''Issues and Challenges 2005''.
 

Robert F. Benson made a statement and, with the other witness, answered questions.

 

At 12:42 p.m., the sitting was suspended.

At 12:43 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee recommend to the government that the Lobbyists Registration Act be amended to remove the Registrar of Lobbyists from the department of Industry Canada and that the Registrar of Lobbyists be given the authority and independence of an Officer of Parliament, similar to that of the Ethics Commissioner.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
