The Standing Committee on Agriculture and Agri-Food met at 9:03 a.m. this day, in Room 536, Wellington Building, the Chair, Paul Steckle, presiding.

 

Members of the Committee present: David L. Anderson, André Bellavance, Hon. Mark Eyking, Larry Miller, David Smith, Paul Steckle and Rose-Marie Ur.

 

Acting Members present: Ted Menzies for James Bezan, Jean-Yves Roy for Réal Lapierre and Jeff Watson for Gerry Ritz.

 

In attendance: Library of Parliament: Jean-Denis Fréchette, Principal. House of Commons: Jean-Francois Lafleur, Legislative Clerk.

 

Appearing: Hon. Wayne Easter, Parliamentary Secretary to the Minister of Agriculture and Agri-Food (Rural Development).

 

Witnesses: Department of Agriculture and Agri-Food: Gary B. Koestler, Deputy Director (Oceania/Africa/Middle East/Former Soviet Union), International Trade Policy Directorate; Paula Hanna, Legal Counsel, Legal Services.

 
Pursuant to the Order of Reference of Friday, October 7, 2005, the Committee commenced consideration of Bill S-38, An Act respecting the implementation of international trade commitments by Canada regarding spirit drinks of foreign countries.
 

The Parliamentary Secretary made a statement and, with the other witnesses, answered questions.

 

By unanimous consent the Committee commenced its clause-by-clause study of the Bill.

The Committee resumed consideration of a draft report of its study on Riding Mountain National Park Bovine tuberculosis monitoring and eradication programs.

 

At 10:30 a.m., the sitting was suspended.

At 10:47 a.m., the sitting resumed.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: Follow-up Study on Bovine Tuberculosis Monitoring and Eradication Programs in the Vicinity of Riding Mountain National Park in Manitoba.

 

It was agreed, — That the Chair, Clerk and researchers be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Chair present the report, as amended, to the House.

 

At 10:50 a.m., the Committee adjourned to the call of the Chair.
