The Standing Committee on Agriculture and Agri-Food met at 3:30 p.m. this day, in Room 371 West Block, the Chair, Paul Steckle, presiding.

 

Members of the Committee present: David L. Anderson, James Bezan, Claude Drouin, Wayne Easter, Roger Gaudet, David Kilgour, Denise Poirier-Rivard, Gerry Ritz, Paul Steckle and Rose-Marie Ur.

 

Acting Members present: Diane Finley for Larry Miller and Peter Stoffer for Charlie Angus.

 

In attendance: Library of Parliament: Jean-Denis Fréchette, Principal; Frédéric Forge, Analyst.

 

Appearing: Hon. Andy Mitchell, Minister of Agriculture and Agri-Food.

 

Witnesses: Department of Agriculture and Agri-Food: Leonard J. Edwards, Deputy Minister. Canadian Food Inspection Agency: André Gravel, Executive Vice-President. Canadian Cattlemen's Association: Stan Eby, President; Robert McNabb, Assistant Manager; Betty Green, Chair, Animal Health Committee; Brad Wildeman. Canadian Council of Grocery Distributors: Brian Walton, Vice President.

 
Pursuant to Standing Order 108(2), the Committee commenced its study on the strategy for repositioning the livestock industry.
 

The Minister made a statement and answered questions.

 

David L. Anderson moved, — That the Committee request that the Government provide a full and accurate accounting of announced, budgeted, and actual spending for the BSE crisis, by program and that the Auditor General be requested to audit federal spending on the BSE crisis thus far.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 3.

 

At 4:35 p.m., the sitting was suspended.

At 4:40 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Friday, December 10, 2004, the Committee resumed consideration of Bill C-27, An Act to regulate and prohibit certain activities related to food and other products to which the Acts under the administration of the Canadian Food Inspection Agency apply and to provide for the administration and enforcement of those Acts and to amend other Acts in consequence.
 

Betty Green and Brian Walton made statements and, with the other witnesses, answered questions.

 

At 5:20 p.m., the Committee proceeded to sit in camera.

 

At 5:27 p.m., the Committee adjourned to the call of the Chair.
