The Standing Committee on Aboriginal Affairs and Northern Development met at 11:05 a.m. this day, in Room 237-C Centre Block, the Chair, Nancy Karetak-Lindell, presiding.

 

Members of the Committee present: Hon. Sue Barnes, André Bellavance, Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Gary Lunn, Pat Martin, Jim Prentice, David Smith, Lloyd St. Amand and Roger Valley.

 

Acting Members present: Hon. Roy Cullen for Hon. Sue Barnes, Hon. Roy Cullen for David Smith, Gary Goodyear for Carol Skelton, Tom Lukiwski for Jeremy Harrison and Ted Menzies for Gary Lunn.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; Marlisa Tiedemann, Analyst.

 

Witnesses: Department of Indian Affairs and Northern Development : Holly King, Acting Director, Women's Issues and Gender Equality. Department of Justice: Margaret Buist, Counsel, Legislative Initiatives; Tom Vincent, Counsel, Operations and Programs Section.

 
Pursuant to Standing Order 108(2) the Committee resumed the study on the Effectiveness of the Government Alternative Dispute Resolution Process for Resolution of Indian Residential Schools Claims.
 

The Committee resumed consideration of the motion of Pat Martin, — That, pursuant to Standing Order 108(2), the Committee consider the Assembly of First Nations Report on Canada’s Dispute Resolution Plan to Compensate for Abuses in Indian Residential Schools;

That the Committee note the thoughtful and constructive recommendations contained in that report;

That the Committee adopt these recommendations as a report to the House;

That the Chair present the report to the House; and

That, pursuant to Standing Orders 109, the Committee request that the Government present a comprehensive response to the report.

 

The Committee resumed consideration of the amendment of Roy Cullen, — That the motion be amended by replacing the last paragraph with the following: “That the Committee requests that the Government consider these recommendations in its ongoing discussion with the Assembly of First Nations and other partners.”.

 

After debate, the question was put on the amendment of Roy Cullen and it was negatived on the following recorded division: YEAS: Sue Barnes, Roy Cullen, Pat Martin, Lloyd St. Amand, Roger Valley — 5; NAYS: André Bellavance, Bernard Cleary, Gary Goodyear, Jeremy Harrison, Gary Lunn, Jim Prentice — 6.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Sue Barnes, Roy Cullen, Pat Martin, Lloyd St. Amand, Roger Valley — 5; NAYS: André Bellavance, Bernard Cleary, Gary Goodyear, Jeremy Harrison, Gary Lunn, Jim Prentice — 6.

 

At 11:47 a.m., the sitting was suspended.

At 11:50 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of the on-reserve matrimonial real property.
 

Tom Vincent and Margaret Buist made statements and, with Holly King, answered questions.

 

By unanimous consent, it was agreed, — That Chief Strater Crowfoot be invited on April 21, 2005 along with other witnesses to be determined by the Chair and the Clerk of the Committee.

 

At 12:55 p.m., the sitting was suspended.

At 12:57 p.m., the meeting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to Standing Order 108(2), the Standing Committee on Aboriginal Affairs and Northern Development deplore the fact that the Government has not followed up on the Committee’s recommendation about the slaughter of sled dogs and thus reiterates its request that the Government reassure the Inuit by appointing a superior court judge, as quickly as possible, to investigate every aspect of the slaughter of sled dogs and that this judge table a report in the House of Commons no later than three (3) months after being appointed.

 

At 1:55 p.m., the Committee adjourned to the call of the Chair.
