The Standing Committee on Aboriginal Affairs and Northern Development met at 11:05 a.m. this day, in Room 371 West Block, the Chair, Nancy Karetak-Lindell, presiding.

 

Members of the Committee present: André Bellavance, Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Gary Lunn, Pat Martin, Carol Skelton, David Smith, Lloyd St. Amand and Roger Valley.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; Marlisa Tiedemann, Analyst.

 

Witnesses: Assembly of First Nations: Richard Jock, Executive Director ; Dawn Maracle, Senior Advisor, Education; Robert Watts, Chief of Staff; Candice Metallic, Legal Counsel. Aboriginal Peoples Council of Toronto: Roger Obonsawin, President. National Aboriginal Achievement Foundation: Roberta Jamieson, Chief Executive Director. Ontario Native Education Counselling Association: Kimberly Smith-Spencer, President. Canada Customs and Revenue Agency: Wayne Adams, Director General , Income Tax Rulings Directorate, Policy and Planning Branch; Yves Gingras, Chief, Personal Income Tax Division, Tax Policy Branch, Employment and Education. Department of Finance: Annie Carrier, Chief, First Nations Taxation Section, Intergovernmental Tax Policy, Evaluation and Research Division, Tax Policy Branch. Department of Indian Affairs and Northern Development : Line Paré, Director General, Education Branch. As an Individual: Lenny Carpenter, Student.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of the decision to tax amounts received by First Nation students under post-secondary education funding programs.
 

By unanimous consent, it was agreed, — That the Committee proceed with consideration of the budgets for the next three studies before starting hearing witnesses .

 

On motion of Pat Martin, it was agreed, — That the proposed budget in the amount of $6,100.00 for the period of February 8, 2005 to March 31, 2005 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee for the study on Asbestos Laden Vermiculite on Reserves .

 

On motion of Pat Martin, it was agreed, — That the proposed budget in the amount of $15,400.00 for the period of February 8, 2005 to March 31, 2005 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee for the study on residential school resolution.

 

On motion of Pat Martin, it was agreed, — That the proposed budget in the amount of $15,500.00 for the period of February 8, 2005 to March 31, 2005 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee for the study on the slaughtering of Nunavik Inuit dogs from the mid-1950's to the late 1960's.

 

Richard Jock, Roger Obonsawin, Roberta Jamieson and Kimberly Smith-Spencer made statements and, with the other witnesses, answered questions.

 

At 12:13 p.m., the sitting was suspended.

At 12:18 p.m., the sitting resumed.

 

Wayne Adams and Line Paré made statements and, with Annie Carrier and Yves Gingras, answered questions.

 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
