Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Augustine (Minister of State (Multiculturalism and Status of Women)) for Mr. Cotler (Minister of Justice) , seconded by Ms. Bennett (Minister of State (Public Health)) , Bill C-37, A second Act to harmonize federal law with the civil law of the Province of Quebec and to amend certain Acts in order to ensure that each language version takes into account the common law and the civil law, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Boudria (Glengarry—Prescott—Russell) presented the Report of the Canadian delegation to the Third Plenary meeting of the Interparliamentary Forum of the Americas (FIPA), held in Valparaiso, Chile, from April 1 to 3, 2004. — Sessional Paper No. 8565-373-74-01.


Pursuant to Standing Order 34(1), Mr. Caccia (Davenport) presented the Report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation at the Inter-Parliamentary Forum on Transatlantic Dialogue, held in London, United Kingdom, on April 18 and 19, 2004. — Sessional Paper No. 8565-373-51-05.

Motions

By unanimous consent, it was ordered, — That Standing Order 124 be amended to read as follows:

“124. Except as otherwise provided in any Standing or Special Order of the House, when a notice of a resolution given pursuant to Standing Order 123(5) is transferred to the Order Paper under “Motions”, it shall be deemed to have been moved and adopted by the House at the ordinary hour of daily adjournment on the fifteenth sitting day after the report is presented pursuant to Standing Order 123(1), unless a motion for which notice has been given pursuant to Standing Order 54, standing in the name of a Minister, to the effect that the resolution not be adopted, has been placed on the Order Paper.”.

Q-85 — Mr. St-Julien (Abitibi—Baie-James—Nunavik) — With respect to the Communication Canada Sponsorship Program administered by the Department of Public Works and Government Services, can the government provide: (a) the name of each project that received funding in the ridings of Abitibi—Baie-James—Nunavik, Roberval and Témiscamingue; (b) the net amount received by each organization; (c) the commission received by the agency of record; (d) the commission received by the advertising agency; (e) the name of the agency of record that received funds; and (f) the name of the advertising agency that received funds? — Sessional Paper No. 8555-373-85.

The Order was read for the consideration of the Business of Supply.

Mr. MacKay (Pictou—Antigonish—Guysborough) , seconded by Mrs. Wayne (Saint John) , moved, — That, in the interest of transparency, the government should ensure that the work that has been done by the Standing Committee on Public Accounts into the sponsorship scandal be continued after the Prime Minister calls a general election and until the Standing Committee on Public Accounts is reconstituted in a new parliament by establishing a commission under the Inquiries Act.
