The Standing Committee on Public Accounts met in a televised session at 3:34 p.m. this day, in Room 237-C Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Odina Desrochers, Marlene Jennings, Hon. Joe Jordan, Hon. Walt Lastewka, Dennis Mills, Hon. Shawn Murphy, Beth Phinney, Hon. Robert Thibault, Alan Tonks, Judy Wasylycia-Leis and John Williams.

 

Acting Members present: Diane Ablonczy for Philip Mayfield, Jason Kenney for Paul Forseth, Peter MacKay for Peter Goldring, Paul Harold Macklin for Dominic LeBlanc and Vic Toews for Val Meredith.

 

In attendance: Library of Parliament: Brian O'Neal, Analyst. House of Commons: Gregory Tardi, Senior Legal Counsel; Rob Walsh, Law Clerk and Parliamentary Counsel.

 

Witnesses: As an Individual: Ranald Quail.

 

Other Participants present: KPMG: Greg McEvoy, Forensic Auditor. As an Individual: George Hunter, Counsel to Ranald Quail.

 
Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 3, the Sponsorship Program, Chapter 4, Advertising Activities and Chapter 5, Management of Public Opinion Research of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004.
 

Pursuant to the motion adopted on April 14, 2004, the witness was sworn in.

 

Ranald Quail made a statement and answered questions.

 

Jason Kenney moved, — That the Committee request copies of any notes taken by the Clerk of the Privy Council during meetings with the Prime Minister pertaining to items raised in Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada, and that such notes be reviewed by the Committee’s law clerk to advise the Committee on their relevance to the Committee’s inquiry.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Diane Ablonczy, Odina Desrochers, Jason Kenney, Peter MacKay, Vic Toews, Judy Wasylycia-Leis — 6; NAYS: Marlene Jennings, Joe Jordan, Walt Lastewka, Paul Harold Macklin, Dennis Mills, Shawn Murphy, Beth Phinney, Robert Thibault, Alan Tonks — 9.

 

By unanimous consent, it was agreed, — That, if requested, reasonable travel, accommodation and living expenses be reimbursed to counsel accompanying witnesses before this Committee during its study of Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
