The Standing Committee on Public Accounts met in a televised session at 3:31 p.m. this day, in Room 237-C Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Odina Desrochers, Marlene Jennings, Hon. Joe Jordan, Hon. Walt Lastewka, Dominic LeBlanc, Hon. Shawn Murphy, Beth Phinney, Alan Tonks, Judy Wasylycia-Leis and John Williams.

 

Acting Members present: Diane Ablonczy for Val Meredith, Sébastien Gagnon for Roger Gaudet, Christian Jobin for Hon. Walt Lastewka, Christian Jobin for Hon. Shawn Murphy, Jason Kenney for Paul Forseth, Peter MacKay for Peter Goldring, Dennis Mills for Hon. Maurizio Bevilacqua, Hon. Robert Thibault for Hon. Steve Mahoney and Vic Toews for Philip Mayfield.

 

In attendance: Library of Parliament: Brian O'Neal, Analyst. House of Commons: Rob Walsh, Law Clerk and Parliamentary Counsel.

 

Witnesses: Department of Public Works and Government Services: Norman Steinberg, Director General, Audit and Ethics Branch.

 

Participants present: KPMG: Mark Brenning, Forensic Auditor.

 
Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 3, the Sponsorship Program, Chapter 4, Advertising Activities and Chapter 5, Management of Public Opinion Research of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004.
 

On motion of Diane Ablonczy, it was agreed, — That, pursuant to its study of Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004, this Committee requests that the Government table all minutes, or documents pertaining to the Ad-Hoc Committee of Cabinet on Government Communications, without exception.

 

On motion of Diane Ablonczy, it was agreed, — That, pursuant to its study of Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004, this Committee request the Government provide the mandate of the former Ad-Hoc Committee of Cabinet on Government Communications.

 

On motion of Peter MacKay, it was agreed, — That, pursuant to its study of Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004, this Committee requests that the Government provide all correspondence received by any Minister (public servant or departmental office), from Groupe Everest or Groupaction, Lafleur Communications, or any subsidiary that may exist or have existed under a different name or registered entity, without exception.

 

On motion of Peter MacKay, it was agreed, — That, pursuant to its study of Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004, this Committee requests that the Government provide the curriculum vitae for Ministers of Public Works from 1993 to 2004.

 

On motion of Vic Toews, it was agreed, — That, pursuant to its study of Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004, the Government provide to the Standing Committee on Public Accounts the names of recipients and all documentation (including authorizations) pertaining to funds spent from the National Unity Fund from 1996 until 2004.

 

Marlene Jennings moved, — That, pursuant to its study of Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004, the evidence received by the Standing Committee on Public Accounts in relation to its study of the Report of the Auditor General of Canada dated May 8, 2002 on Groupaction Communications during the 1st Session of the 37th Parliament be deemed received by the Committee in the current session.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Diane Ablonczy, Odina Desrochers, Sébastien Gagnon, Marlene Jennings, Joe Jordan, Jason Kenney, Walt Lastewka, Dominic LeBlanc, Peter MacKay, Dennis Mills, Shawn Murphy, Beth Phinney, Robert Thibault, Vic Toews, Alan Tonks, Judy Wasylycia-Leis — 16; NAYS: — 0.

 

At 4:57 p.m., the sitting was suspended.

At 5:02 p.m., the sitting resumed.
