The Standing Committee on National Defence and Veterans Affairs met in a televised session at 3:31 p.m. this day, in Room 237-C Centre Block, the Chair, Pat O'Brien, presiding.

 

Members of the Committee present: Claude Bachand, Murray Calder, Cheryl Gallant, Jay Hill, Pat O'Brien, Janko Peric, Hon. David Price and Bob Wood.

 

Acting Members present: Alexa McDonough for Bill Blaikie, Alan Tonks for Robert Bertrand and Elsie Wayne for Rob Anders.

 

In attendance: Library of Parliament: Wolf Koerner, Analyst; Michel Rossignol, Analyst.

 

Appearing: Hon. David Pratt, Minister of National Defence.

 

Witnesses: Department of National Defence: Hélène Gosselin, Acting Deputy Minister; Gen Raymond R. Henault, Chief of the Defence Staff; Alan Williams, Assistant Deputy Minister, Materiel.

 
Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2004-2005: Votes 1, 5, 10, 15 and 20 under National Defence referred to the Committee on Tuesday, February 24, 2004.
 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 5:08 p.m., the sitting was suspended.

At 5:09 p.m., the sitting resumed.

 
The Committee proceeded in camera to the consideration of matters related to Committee business.
 

The Chair presented the Second report from the Subcommittee on Agenda and Procedure which read as follows:

 
Your Subcommittee met on Wednesday, March 31, 2004 and agreed to make the following recommendations:
 
That the Committee invite Major-General Andrew Leslie, Acting Assistant to the Chief of the Land Staff and Major-General Ed Fitch, Project Manager, Land Force Reserve Restructuring to appear on Estimates.
 
That the Committee invite The Right Honourable Antonio Lamer, Commissioner of the Communications Security Establisment for the last week of April.
 
That the Committee Clerk write to Mr. Mel Hurtig concerning his request to appear before the Committee on Missile Defence.
 
That, in May, the Committee continue to hear testimony on Canada/US Defence Cooperation.
 
That, in reference to the Honourable Jacques Saada's letter concerning Order in Council appointments, the Committee wishes to receive information about the potential candidates in advance of all such appointments.
 

It was agreed, — That the Second report of the Subcommittee on Agenda and Procedure be concurred in.

 

It was agreed, — That the motion on Quorum to receive evidence should be amended so that the Chair be authorized to hold meetings to receive evidence when a quorum is not present provided that at least three (3) members be present and at least one member from the Opposition.

 

It was agreed, — That the motion concerning time for questionning of witnesses should be amended to reflect the agreement between all members that during the five (5) minute round of questionning, the Chair alternate between opposition members and government members.

 

At 5:21 p.m., the Committee adjourned to the call of the Chair.
