The Standing Committee on Health met in camera at 11:06 a.m. this day, in Room 269 West Block, the Chair, Bonnie Brown, presiding.

 

Members of the Committee present: Gilbert Barrette, Bonnie Brown, Hon. Gerry Byrne, Hon. Brenda Chamberlain, Deborah Grey, Hon. David Kilgour, Réal Ménard, Rob Merrifield, Hon. Gilbert Normand, Svend Robinson, Greg Thompson and Hon. Susan Whelan.

 

Associate Members present: Pat Martin.

 

In attendance: Library of Parliament: Nancy Miller Chenier, Analyst; Sonya Norris, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That all questioning of witnesses be limited to five (5) minutes per member and that the Chair direct the first two (2) questions to members of the Official Opposition, followed by five (5) minutes for the Bloc québécois, five (5) minutes for the Liberal Party, five (5) minutes for the New Democratic Party, and that subsequent questions be alternately shared between government and opposition members, at the discretion of the Chair. That during the appearance of a Minister, the Chair direct the first fifteen (15) minutes to members of the Official Opposition, ten (10) minutes to the Bloc québécois, ten (10) minutes to the New Democratic Party and ten (10) minutes to the Liberal Party during the first round of questioning, and that thereafter five (5) minutes per party be allocated alternating between the opposition and government members, at the discretion of the Chair .

 

It was agreed, — That whenever the Main Estimates or the Supplementary Estimates are tabled in the House, the Committee invite the Minister and any relevant Senior Officials of the Department to appear at a televised meeting, if possible, of the Committee.

 

It was agreed, — That whenever a Chapter of a Report of the Auditor General refers to a subject under the mandate of the Committee, the Committee invite the Office of the Auditor General of Canada and any relevant Senior Officials of the Department to appear at a televised meeting, if possible, of the Committee.

 

It was agreed, — That, pursuant to Standing Order 108 (2), the Committee undertake a one meeting hearing on the health effects and alternatives to consuming trans fatty acids, accounting for the various sources and relative amounts of trans fats Canadians regularly consume via purchases at the grocery shelves and in restaurants.

 

It was agreed, — That the Committee resume its study on Prescription Drugs begun in the second session of the 37th Parliament, pursuant to the Order of February 17, 2003. That the evidence, briefs and documents received by the Committee during the second session of the 37th Parliament in relation to this study, be deemed adduced by the Committee in the current session.

 

It was agreed, — That, pursuant to Standing Order 81(5), the Committee study the Supplementary Estimates (B) 2003-2004 referred on February 19, 2004, and invite the Minister and senior officials to appear on Thursday, February 26, 2004 on this subject.

 

At 11:51 a.m., the Committee adjourned to the call of the Chair.
