The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

 

Members of the Committee present: Peter Adams, Claude Duplain, Hon. Roger Gallaway, Michel Guimond, Loyola Hearn, Judi Longfield, Marcel Proulx, Diane St-Jacques and Chuck Strahl.

 

Acting Members present: Rodger Cuzner for Lynn Myers, Paul Harold Macklin for Carolyn Parrish, Hon. Lorne Nystrom for Yvon Godin, Paddy Torsney for Hon. Elinor Caplan and Ted White for Garry Breitkreuz.

 

Other Members present: John Bryden.

 

In attendance: House of Commons: Susan Baldwin, Legislative Clerk. Library of Parliament: James Robertson, Principal.

 

Appearing: Hon. Jacques Saada, Leader of the Government in the House of Commons and Minister responsible for Democratic Reform.

 

Witnesses: Office of the Chief Electoral Officer: Holly McManus, Assistant Chief Legal Counsel. Privy Council Office: Stephen Zaluski, Senior Counsel, Legislation and House Planning/Counsel; Stéphane Perrault, Senior Counsel, Political Financing Reform Team (Legal Operations/Counsel).

 

On motion of Loyola Hearn, it was agreed, — That, pursuant to provisional Standing Order 91.1(1), Chuck Strahl replace Garry Breitkreuz as a member of the Subcommittee on Private Members' Business.

 
Pursuant to the Order of Reference of Wednesday, February 18, 2004, the Committee commenced consideration of Bill C-3, An Act to amend the Canada Elections Act and the Income Tax Act.
 

The Chair called Clause 1.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 12:24 p.m., the Committee adjourned to the call of the Chair.
