Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Government Orders

The House resumed consideration of the motion of Mr. Anderson (Minister of the Environment) , seconded by Mrs. Stewart (Minister of Human Resources Development) , — That this House call upon the government to ratify the Kyoto Protocol on climate change. (Government Business No. 9)

The debate continued.

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 Members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After four minutes, a quorum was found.

The House resumed consideration of the motion of Mr. Anderson (Minister of the Environment) , seconded by Mrs. Stewart (Minister of Human Resources Development) . (Government Business No. 9)

Mr. Marceau (Charlesbourg—Jacques-Cartier) , seconded by Mr. Bigras (Rosemont—Petite-Patrie) , moved, — That, in the opinion of this House, the government should, in conjunction with the Government of Quebec and the other partners in the Francophonie, give consideration to the creation of a world-wide all-news television network. (Private Members' Business M-141)

Debate arose thereon.
