The Standing Committee on Government Operations and Estimates met at 3:30 p.m. this day, in Room 237-C Centre Block, for the purpose of electing a Chair.

 

Members of the Committee present: Reg Alcock, Leon Benoit, Roy Cullen, Raymonde Folco, Paul Forseth, Robert Lanctôt, Derek Lee, Pat Martin, Gilles-A. Perron, Judy Sgro, Paul Szabo and Tony Tirabassi.

 

Acting Members present: Andy Burton for Ken Epp, Lynne Myers for Carolyn Bennett and John O'Reilly for Massimo Pacetti.

 

In attendance: Library of Parliament: Jack Stilborn, Analyst; Philippe Le Goff, Analyst. House of Commons: William Farrell, Committee Clerk.

 

Appearing: Hon. Don Boudria, Minister of State and Leader of the Government in the House of Commons.

 

Witnesses: Privy Council Office: Ron Wall, Foreign Policy Advisor, Foreign and Defence Policy Secretariat; Matthew Lynch, Privy Council Officer, Legislation and House Planning/ Counsel. Department of Foreign Affairs and International Trade: Michel Voghel, Legal Counsel, Justice Canada; Konrad Sigurdson, Director General, Consular Affairs Bureau. Canada Customs and Revenue Agency: Christine Bougie, Finance and Administration; Sandra Stapleton, Counsel, Legal Services.

 
Pursuant to Standing Order 106(1) and (2), election of a Chair and Vice-Chairs
 

The Clerk of the Committee presided over the election of the Chair.

 

On motion of Pat Martin, it was agreed, — That Reg Alcock be elected Chair of the Committee.

 

The Clerk of the Committee presided over the election of the Vice-Chairs.

Lynne Myers moved, — That Roy Cullen be elected as Goverment Vice-Chair of the Committee.

Raymonde Folco moved, — That Paul Szabo be elected as Goverment Vice-Chair of the Committee.

Pursuant to Standing Order 106(3), the election was conducted by secret ballot.

The ballots having been counted, Paul Szabo was declared duly elected as Goverment Vice-Chair of the Committee.

 

Pat Martin moved, — That Robert Lanctôt be elected as Opposition Vice-Chair of the Committee.

Paul Szabo moved, — That Paul Forseth be elected as Opposition Vice-Chair of the Committee.

Pursuant to Standing Order 106(3), the election was conducted by secret ballot.

The ballots having been counted, Paul Forseth was declared duly elected as Opposition Vice-Chair of the Committee.

 
Pursuant to the Order of Reference of Friday, September 26, 2003, the Committee commenced consideration of Bill C-41, An Act to amend certain Acts.
 

By unanimous consent, it was agreed, — That that the Committee invite the Minister of State and Leader of the Government in the House of Commons to appear before the Committee to introduce Bill C-41.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

It was agreed, — That the Committee commence its Clause by clause consideration of Bill C-41 on Wednesday, October 1, 2003.

 

At 4:50 p.m., the Committee adjourned to the call of the Chair.
