MINUTES OF PROCEEDINGS

Meeting No. 2

Tuesday, November 19, 2002

The Standing Committee on Government Operations and Estimates met at 11:14 a.m. this day, in Room 362, East Block, the Chair, Reg Alcock, presiding.

Members of the Committee present: Reg Alcock, Carolyn Bennett, Roy Cullen, Ken Epp, Paul Forseth, Liza Frulla, Robert Lanctôt, Steve Mahoney, Pat Martin, Gilles-A. Perron, Gerry Ritz, Alex Shepherd, Paul Szabo and Tony Valeri.

In attendance: From the Library of Parliament: Jack Stilborn, Analyst.  From the Committees Directorate: Lisa Chartier-Derouin, Co-clerk.

Witnesses: From the Treasury Board of Canada Secretariat: Richard Neville, Deputy Comptroller General, Comptrollership Branch; Roberta Santi, Associate Deputy Comptroller General, Comptrollership Branch; David Bickerton, Executive Director, Expenditure Operations & Estimates Directorate, Comptrollership Branch; Lee McCormack, Executive Director, Results Management and Reporting, Comptrollership Branch. From the Office of the Auditor General: Maria Barrados, Assistant Auditor General; John Mayne, Principal.

Pursuant to Standing Order 108(3)(f), the Committee commenced consideration of the process for estimates and the cycle of supply.

By unanimous consent, the Committee proceeded in camera to consider matters related to the Committee business.

It was agreed, - That the Committee invite the Minister of Public Works to appear on Thursday, November 21, 2002 to provide the Committee with an overview of the Department and its operation.

It was agreed, - That the Committee proceed with its study of the estimates and the cycle of supply and invite the President of the Privy Council and Minister of Intergovernmental Affairs and the President of the Treasury Board Secretariat to appear on Thursday, November 28, 2002 and Thursday, December 5, 2002 to discuss the departmental Estimates and the Performance Reports.

At 12:02 p.m., the sitting was suspended.

At 12:07 p.m., the sitting resumed and the Committee proceeded to sit in public.

Richard Neville made an opening statement and answered questions.

Maria Barrados made an opening statement and answered questions.

At 1:25 p.m., the Committee adjourned to the call of the Chair.
