Meeting No. 19

Wednesday, February 19, 2003

The Standing Committee on Justice and Human Rights met in a televised session at 3:33 p.m. this day, in Room 253-D, Centre Block, the Chair, The Hon. Andy Scott, presiding.

Members of the Committee present: Chuck Cadman, Irwin Cotler, The Hon. Hedy Fry, Marlene Jennings, Derek Lee, Paul Harold Macklin, John Maloney, Richard Marceau, John McKay, The Hon. Lorne Nystrom, Pat O'Brien, The Hon. Andy Scott, Kevin Sorenson, Vic Toews.

In attendance: From the Library of Parliament: Philip Rosen, senior analyst, Kristen Douglas, analyst.

Witnesses: From "Chambre des notaires du Québec": Me Denis Marsolais, President; Me Brigitte Lefebvre, Notary and Professor, "Département des Sciences juridiques de l'UQAM". From the Metropolitan Community Church of Toronto: Rev. Brent Hawkes, Pastor; Douglas Elliott, Lawyer, McGowan Elliott & Kim. From Women for Life, Faith and Family: Diane Watts, National President. As Individual: Christopher Gray, Professor, Department of Philosophy, Concordia University.

Pursuant to Standing Order 108(2), the Committee resumed its study on marriage and the legal recognition of same-sex unions.

Mr. Lee moved, - That the travel budget for the Committee’s study on marriage and the legal recognition of same-sex unions, in the amount of $346,615.00, be adopted and that the Chair seek the necessary funds.

The question being put on the motion, it was agreed to.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
