The Standing Committee on Canadian Heritage met in camera at 11:15 a.m. this day, in Room 308 West Block, Clifford Lincoln, presiding.

 

Members of the Committee present: Jim Abbott, Carole-Marie Allard, Paul Bonwick, Liza Frulla, Christiane Gagnon, Wendy Lill, Clifford Lincoln, James Lunney and Alex Shepherd.

 

Acting Members present: André Harvey for John Harvard and Diane Marleau for Sarmite Bulte.

 

In attendance: Library of Parliament: Sam Banks, Analyst; Monique Hébert, Analyst; Joseph Jackson, Analyst.

 

Witnesses: Department of Canadian Heritage: Danielle Bouvet, Director, Copyright Policy; Bruce Stockfish, Director General, Copyright Policy. Department of Industry: Albert Cloutier, Senior Project Leader; Susan Bincoletto, Director, Intellectual Property Policy.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to its statutory review of the Copyright Act, the Committee approve the proposed budget in the amount of $ 60,000.00, for the period of September 23, 2003 to December 31, 2003 and that the Chair present the said budget to the Liaison Committee.

 

It was agreed, — That, in relation to its Study on The State of the Canadian Broadcasting System, the Committee approve the proposed supplementary budget in the amount of $26,762.74 for the period of October 6 to October 31, 2003 and that the Chair present the said budget request to the Liaison Committee.

 

It was agreed, — That the Standing Committee on Canadian Heritage invite the President and the Executive Vice-President, French Television of CBC/Radio-Canada to appear before the Committee to discuss the recent $10 million dollar cut in the Corporation’s budget.

 

At 12:02 p.m., the sitting was suspended.

 

At 12:04 p.m., the Committee resumed sitting in public.

 
Pursuant to the Order of Reference of Tuesday, November 5, 2002, and Section 92 of the Copyright Act, the Committee resumed the statutory review of the Act.
 

Bruce Stockfish and Susan Bincoletto made statements and answered questions.

 

At 12:50 p.m., the Committee adjourned to the call of the Chair.
