Meeting No. 43

Thursday, June 5, 2003

The Standing Committee on Canadian Heritage met at 9:09 a.m. this day, in Room 308, West Block, the Vice-Chair, Paul Bonwick, presiding.

Members of the Committee present: Jim Abbott, Carole-Marie Allard, Paul Bonwick, Sarmite Bulte, Liza Frulla, John Harvard, Wendy Lill, Alex Shepherd and Chuck Strahl.

Acting Member present: Jocelyne Girard-Bujold for Caroline St-Hilaire.

In attendance: From the Library of Parliament:  Monique Hébert and Sam Banks, research officers.

Witnesses: From the Canadian Library Association: Madeleine Lefebvre, Vice-President. From the Association pour l'avancement des sciences et des techniques de la documentation: Louis Cabral, Chief Executive Officer. From the Canadian Association of Research Libraries: Joyce C. Garnet, President. From the Association of Canadian Archivists: Terry Cook, Special Advisor to the President on National Legislation and Spokesperson for the Canadian History Association. As Individuals: Wanda Noel, Expert Consultant, Copyright Law; Laura Murray, Associate Professor, English Department, Queen's University.

Pursuant to its Order of Reference of Tuesday, May 27, 2003, the Committee resumed consideration of Bill C-36, An Act to establish the Library and Archives of Canada, to amend the Copyright Act and to amend certain Acts in consequence (See Minutes of Proceedings, Thursday, May 29, 2003, Meeting No. 41).

The Committee resumed consideration of Clause 2.

Madeleine Lefebvre, Louis Cabral and Joyce Garnet made statements and answered questions.

At 9:33 a.m., the sitting was suspended.

At 9:36 a.m., the sitting resumed in camera.

The Vice-Chair, Jim Abbott, took the Chair.

At 9:59 a.m., the sitting was suspended.

At 10:00 a.m., the sitting resumed in public.

The Vice-Chair, Paul Bonwick, took the Chair.

Wanda Noel, Terry Cook and Laura Murray made statements and, with the other witnesses, answered questions.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
