MINUTES OF PROCEEDINGS

Meeting No. 4

Thursday, November 21, 2002

The Standing Committee on Health met at 10:39 a.m. this day, in Room 253-D, Centre Block, the Chair, Bonnie Brown, presiding.

Members of the Committee present: Carolyn Bennett, Bonnie Brown, Jeannot Castonguay, Stan Dromisky, The Hon. Hedy Fry, James Lunney, Réal Ménard, Rob Merrifield, Judy Sgro, Carol Skelton, Yolande Thibeault, Judy Wasylycia-Leis.

Acting Members present: John Finlay for Brenda Chamberlain, Anita Neville for Hélène Scherrer

Other Members present: Paul Szabo, Alan Tonks

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Witnesses: From the University of Toronto: Bernard Dickens, Professor in Health Law and Policy, Chair in Biomedical Ethics, Faculty of Law, Faculty of Medicine, and the Joint Centre for Bioethics. From the Canadian Bar Association: Brent F. Windwick, Past Chair, National Health Law Section; Joan Bercovitch, Senior Director, Legal and Governmental Affairs. From the Department of Health: Étienne Ouimette, Acting Director, Compliance and Enforcement, National Coordination Centre, Health Products and Food Branch; Cathy Parker, Manager, Biologics and Genetic Therapies Directorate, Centre for Policy and Regulatory Affairs, Submission Management Division, Health Products and Food Branch. From the Privacy Commissioner of Canada: George Radwanski, Privacy Commissioner of Canada.

The Committee resumed consideration of Bill C-13, An Act respecting assisted human reproduction, (See Minutes of Proceedings, Tuesday, November 19, 2002, Meeting No. 2).

Bernard Dickens, Joan Bercovitch, Brent Windwick, Étienne Ouimette, and Cathy Parker made a statement and answered questions.

At 11:35 a.m., the sitting was suspended.

At 11:45, the sitting resumed.

Réal Ménard moved, -- That the Standing Committee on Health proceed with the striking of a steering committee made up of the Chair, the two Vice-Chairs and one representative each of the Canadian Alliance, the New Democratic Party and the Progressive Conservative Party.  The Steering Committee would be responsible for planning the future work of the Committee and the dispatch of the Committee’s routine business.  Debate arose thereon.

Yolande Thibeault moved the following amendment, -- That the motion be amended by replacing the words “one representative each of the Canadian Alliance, the New Democratic Party and the Progressive Conservative Party” with the words “the Parliamentary Secretary and one representative of the Canadian Alliance.”  Debate arose thereon.  After debate, the question was put on the amendment and it was negatived by a show of hands.

 

YEAS: 3                                                                                  NAYS: 5

 

Hedy Fry moved the following amendment, -- That the motion be amended by replacing the words “one representative each of the Canadian Alliance, the New Democratic Party and the Progressive Conservative Party” with the words “the Parliamentary Secretary and one representative of an opposition party to be decided amongst themselves.”  Debate arose thereon.  After debate, the question was put on the amendment and it was negatived by a show of hands.

 

YEAS: 4                                                                                  NAYS: 6

By unanimous consent, the motion was withdrawn.

George Radwanski made a statement and answered questions.

At 12:36 p.m., the Committee adjourned to the call of the Chair.
