The Standing Committee on Health met at 9:06 a.m. this day, in Room 209, West Block, the Chair, Bonnie Brown, presiding.

Members of the Committee present: Carolyn Bennett, Bonnie Brown, Jeannot Castonguay, Raymonde Folco, Hon. Hedy Fry, James Lunney, Rob Merrifield, Svend Robinson, Hélène Scherrer and Yolande Thibeault.

Acting Members present: Mark Assad for Stan Dromisky and Larry Spencer for Carol Skelton.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Witnesses: From Eli Lilly Canada Inc.: Loren Grossman, Vice President, Research and Development; Carlo Di Fonzo, Associate Vice President, Regulatory Affairs and Quality Compliance; Terry McCool, Vice President, Corporate Affairs. From the Canadian Diabetes Association: Alexis Mantell, Senior Manager, Strategic Communications and Media Relations; Diane Allingham, Executive Assistant, Public Policy and Government Relations. From the Department of Health: Supriya Sharma, Director, Marketed Biologicals and Biotechnology Products Division, Marketed Health Products Directorate, Health Products and Food Branch; Ian MacKay, Unit Head, Special Access Unit, Clinical Trials and Special Access Programme, Senior Medical Advisor Bureau, Therapeutic Products Directorate, Health Products and Food Branch; Julia Hill, Acting Director General, Biologics and Genetic Therapies Directorate, Health Products and Food Branch.

Pursuant to Standing Order 108(2), the Committee resumed its study of issues concerning synthetic insulin.

Terry McCool, Loren Grossman, Alexis Mantell and Julia Hill made statements, and with other witnesses, answered questions.

At 10:45 a.m., the sitting was suspended.

At 11:05 a.m., the sitting resumed in camera.

At 11:15 a.m., the Committee resumed sitting in public.

Rob Merrifield moved, -- That the Standing Committee on Health summon the Health Minister and officials from Health Canada to a supplementary meeting on Severe Acute Respiratory Syndrome (SARS) at their earliest convenience.

After debate, the question was put on the motion and it was negatived on the following recorded division:
