The Standing Committee on Procedure and House Affairs met at 11:07 a.m. this day, in Room 112-N Centre Block, the Chair, Peter Adams, presiding.

 

Members of the Committee present: Rodger Cuzner, Yvon Godin, Michel Guimond, Joe Jordan, Gerald Keddy, Judi Longfield, Lynn Myers, Geoff Regan and Jacques Saada.

 

Acting Members present: Gilbert Barrette for Carolyn Parrish, Réal Ménard for Benoît Sauvageau, Paddy Torsney for Marlene Catterall and Ted White for Dale Johnston.

 

In attendance: Library of Parliament: James Robertson, Principal. House of Commons: Jean-Michel Roy, Legislative Clerk; Susan Baldwin, Legislative Clerk.

 

Witnesses: Privy Council Office: Stephen Zaluski, Senior Counsel, Legislation and House Planning/Counsel.

 
Pursuant to the Order of Reference of Tuesday, September 23, 2003, the Committee resumed consideration of Bill C-49, An Act respecting the effective date of the representation order of 2003.
 

Yvon Godin moved, — That Bill C-49, in Clause 1, be amended by replacing line 9 on page 1 with the following:

“mation is effective, for each province other than the Province of New Brunswick, on the first dissolution of”

Debate arose thereon.

 

At 11:25 a.m., the sitting was suspended.

At 11:45 a.m., the sitting resumed.

 

The Committee resumed consideration of the amendment of Yvon Godin, — That Bill C-49, in Clause 1, be amended by replacing line 9 on page 1 with the following:

“mation is effective, for each province other than the Province of New Brunswick, on the first dissolution of”

The debate continued.

 

At 12:45 p.m., the Committee adjourned to the call of the Chair.
