MINUTES OF PROCEEDINGS

Meeting No. 12

Thursday, December 5, 2002

The Standing Committee on Procedure and House Affairs met in televised session at 11:14 a.m. this day, in Room 237-C, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present: Peter Adams, Rick Borotsik, Marlene Catterall, Yvon Godin, Michel Guimond, Joe Jordan, Carolyn Parrish, Geoff Regan, Werner Schmidt and Tony Tirabassi.

Acting Members present: Derek Lee for Wayne Easter; Ken Epp for Dale Johnston; Jay Hill for John Reynolds.

In attendance: From the Library of Parliament: James Robertson, Principal; Margaret Young, Research Officer.

Witnesses: From the Office of the Ethics Counsellor: Howard R. Wilson, Ethics Counsellor.

Pursuant to its mandate under Standing Order 108(3)(a)(iii), the Committee resumed its consideration of matters related to the inclusion of a code of conduct in the Standing Orders of the House.

Howard Wilson made a statement and answered questions.

The Chair presented a draft budget in the amount of $15,000 to cover the appearance of eight witnesses and one working lunch for the purpose of considering matters related to the inclusion of a code of conduct in the Standing Orders of the House.

Derek Lee moved,  -  That the draft budget in the amount of $15,000, for the period of November 1, 2002, to March 31, 2003, be approved, and that the Chair do present the budget to the Budget Subcommittee of the Liaison Committee.

After debate, the question was put on the motion and it was agreed to.

At 12:19 p.m., the Committee adjourned to the call of the Chair.
