The Standing Committee on Fisheries and Oceans met at 11:02 a.m. this day, in Room 536 Wellington Building, the Chair, Tom Wappel, presiding.

 

Members of the Committee present: Andy Burton, John Cummins, Georges Farrah, Loyola Hearn, Bill Matthews, Joe Peschisolido, Jean-Yves Roy, Peter Stoffer, Tom Wappel and Bob Wood.

 

In attendance: Library of Parliament: Alan Nixon, Principal.

 

Witnesses: Department of Fisheries and Oceans: John Adams, Commissioner, Canadian Coast Guard. Office of the Auditor General of Canada: Kevin Potter, Director, Audit Operations Branch; Bill Rafuse, Principal; Ron Thompson, Assistant Auditor General.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee recommends that the Committee adopt the following programme:

That the Committee endeavour to complete a report on Atlantic fisheries issues no later than November 7, 2003; and

That the Committee hear further witnesses in relation to its study on the Canadian Coast Guard as of September 25, 2003 and endeavour to report to the House no later than November 7, 2003.

Your Subcommittee also recommends:

That the Committee defray the expenses for the working luncheon held on Saturday, September 13, 2003 with Dr. Ragnar Arnason of the University of Iceland; and

That the Committee be authorized to purchase documents for the use of the Committee.

 

On motion of Peter Stoffer, it was agreed, — That the Fourth Report of the Subcommittee on Agenda and Procedure be concurred in.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on January 30, 2003, the Committee resumed its comprehensive study on the Canadian Coast Guard.
 

The witnesses made statements and answered questions.

 

At 12:15 p.m., Bill Matthews took the Chair.

At 12:19 p.m., Tom Wappel took the Chair.

 

At 1:05 p.m., the Committee adjourned to the call of the Chair.
