Meeting No. 49

Tuesday, March 18, 2003

The Standing Committee on Citizenship and Immigration met in a televised session at 11:11 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Diane Ablonczy, Sarkis Assadourian, John Bryden, Yvon Charbonneau, Madeleine Dalphond-Guiral, Libby Davies, Joe Fontana, John O'Reilly, Massimo Pacetti, Jerry Pickard, David Price.

Other Member present: Andrew Telegdi.

In attendance:  From the Research Branch of the Library of Parliament:  Benjamin Dolin, Researcher.

Witnesses: As Individual: The Hon. R. E. Salhany, Retired Judge. From the Office of the Privacy Commissioner of Canada: George Radwanski, Privacy Commissioner of Canada.

On motion of John O’Reilly, it was agreed - That, the Chair be authorized to plan and finalize the budgets and itineraries for the Committee’s international travel in May and June 2003, and to present said budget or budgets to the subcommittee on budgets of the Liaison Committee and that the required staff accompany the Committee when it travels from place to place outside Canada, as the Committee deems necessary, and that the Chair be authorized to seek an Order of Reference from the House of Commons for the Committee’s travel.

On motion of Yvon Charbonneau, it was agreed - That, in relation to it studies on C-18, Provincial Nominees, Settlement and Integration, National Identity Card and other issues relating to the Committee’s mandate under 108(2), the proposed operational budget in the amount of $111,900. be adopted.

On motion of David Price, it was agreed - That the Chair be authorized to approve payment for a working meeting and hospitality offered by the Committee during their travel in February 2003.

On motion of John Bryden, it was agreed - That the Committee put out a Press release announcing the study it is undertaking entitled «National I.D. Card”.

On motion of John Bryden, it was agreed - That the Committee during its visit abroad present souvenir gifts to foreign government representatives who will be participating in the Committee’s study.

Pursuant to its Order of Reference of Friday, November 8, 2002, the Committee resumed debate on Clause 2, consideration of Bill C-18, An Act respecting Canadian citizenship (see Minutes of Proceedings, Thursday, November 21, 2002, Meeting No. 6).

Hon. R. E. Salhany made a statement and answered questions.

Pursuant to Standing Order 108(2), the Committee resumed its study of the National Identity Card (See Minutes of Proceedings, Thursday, February 6, 2003, Meeting No 17).

George Radwanski made a statement and answered questions.

At 1:19 p.m., the Committee adjourned to the call of the Chair.
