Thursday, January 30, 2003

The Standing Committee on Citizenship and Immigration met at 11:07 a.m. this day, in Room 371, West Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Sarkis Assadourian, John Bryden, Yvon Charbonneau, Joe Fontana, David Price, Judy Wasylycia-Leis, Lynne Yelich.

Acting Member present:  Rick Borotsik for Inky Mark.

In attendance: From the Library of Parliament: Benjamin Dolin; Researcher.

Witnesses: From the Canadian Ethnocultural Council: Art Hagopian, President; Emilio Binavince, Honorary Legal Counsel; Helen Lanctôt, Barrister & Sollicitor. From the Canadian Labour Congress: Hassan Yussuff, Secretary-Treasurer; David Onyalo, National Director, Anti-Racism & Human Rights Department; Shelly Das, National Representative, Anti-Racism and Human Rights Department.

Pursuant to its Order of Reference of Friday, November 8, 2002, the Committee resumed debate on Claude 2 consideration of Bill C-18, An Act respecting Canadian citizenship (See Minutes of Proceedings, Thursday, November 21, 2002, Meeting No. 6).

Art Hagopian and Emilio Binavince made opening statements and answered questions.

Hassan Yussuff made an opening statement and answered questions.

At 12:50 a.m. the Order of the House of Commons dated January 27, 2003 being read as follows:

Pursuant to Standing Order 39(5)b), the failure of the Ministry to respond to the following question was deemed referred to the Standing Committee on Citizenship and Immigration:

Q-72 2 – November 21, 2002 – Mr. Mark (Dauphin-Swan River) – With respect to the Department of Citizenship and Immigration: a) what provisions have been put in place in regards to the theft of documents from Canadian Immigration offices; and b) how are the documents that have been stolen from Canadian Immigration offices accounted for?

Sarkis Assadourian, Parliamentary Secretary to the Minister of Citizenship and Immigration, made a statement.

Debate arose there on.

At 12:55 p.m., the Committee adjourned to the call of the Chair.
