    In accordance with Standing Orders 106(1) and 106(2), we will now proceed to the election of the chair. I'm ready to receive motions to that effect.

    Mr. David Chatters (Athabasca, Canadian Alliance): I'd like to nominate Ray Bonin for chair.

[Translation]

    Mr. Yvan Loubier (Saint-Hyacinthe—Bagot, BQ): I nominate Mr. Dromisky.

    Mr. Stan Dromisky (Thunder Bay—Atikokan, Lib.): Do I have the right to withdraw my name from the ballot?

    The Clerk: Yes, you may.

    Mr. Stan Dromisky: I would like to withdraw my name from the ballot, please.

    Mr. Yvan Loubier: I would like to nominate Ms. Neville.

    Ms. Anita Neville (Winnipeg South Centre, Lib.): Thank you, but I decline, Mr. Loubier.

    Mr. John O'Reilly (Haliburton—Victoria—Brock, Lib.): I did that to trick you. You don't know who I am or you would have nominated me.

    The Clerk: Mr. Loubier, he is not a permanent member of the committee.

    Mr. David Chatters: Anybody but Ray he'd move.

    The Clerk: Are there any other nominations?

    Mr. John Duncan (Vancouver Island North, Canadian Alliance): I nominate Ray Bonin for chair.

[Translation]

    The Clerk: Mr. Loubier.

    Mr. Yvan Loubier: I would like to request a recorded division.

    The Clerk: Mr. Loubier, I believe that the House Standing Orders indicate that when there is only one nomination, a vote is not held.

[English]

    The motion is that Mr. Bonin be elected chair of the committee.

    (Motion agreed to)

    The Clerk: I declare Mr. Bonin the duly elected chair and invite him to take the chair of the meeting.

    We shall now proceed to the election of vice-chairs, starting with the vice-chair for the government side.

    Mr. John Duncan: I nominate Anita Neville.

    Mr. Yvan Loubier: I nominate Pat Martin.

    The Clerk: This is for the government vice-chair.

    Any other nominations?

    Mr. John O'Reilly: He's pretty near a Liberal.

+-

    The Clerk: Are there any other nominations?

[Translation]

    Mr. Yvan Loubier: Yes, I nominate Ms. Karetak-Lindell.

[English]

    The Clerk: We have two nominations. Anita Neville and Ms. Karetak-Lindell.

    We now proceed to election by secret ballot.

    Mr. Raymond Bonin (Nickel Belt, Lib.): Ask them if they accept.

    The Clerk: Do you accept?

    Ms. Karetack-Lindell has declined the nomination. We only have one candidate as a result for nomination of vice-chair, Ms. Anita Neville, and she is duly declared vice-chair.

    I now proceed to election of vice-chair for the opposition side and I'm ready to take nominations.

    Mr. Martin.

    Mr. Pat Martin (Winnipeg Centre, NDP): I nominate Yvan Loubier, just because I want to see them together. It would be entertaining.

    Mr. Charles Hubbard (Miramichi, Lib.): I nominate Maurice Vellacott. I know he's not here, but I did speak with him, and he is interested.

[Translation]

    Mr. Yvan Loubier: I nominate Mr. Pat Martin.

[English]

    The Clerk: Are there any other nominations?

+-

    Mr. Pat Martin: Has there been written confirmation that Mr. Vellacott is willing to accept a nomination? What are the rules?

    The Clerk: That is not necessary. I have received no indication. It's not necessary for anyone to do so.

+-

    Mr. Pat Martin: But if he isn't here, how do we know his true intentions or desires?

+-

    Mr. John Duncan: All of the members of the Alliance who are present today are all aware that Maurice is willing to accept this nomination.

+-

    Mr. Pat Martin: Technically--and I'm not calling anyone a liar here--but we don't know that until we hear from Maurice or have signed, written acceptance from him that if nominated, he will run.

+-

    Mr. John Duncan: I think this is a normal procedure.

+-

    Mr. Pat Martin: I've never seen it done before. In any organization I've ever belonged to, if you can't be present you have to submit some written indication that you'll accept.

    Mr. John Duncan: We've elected people in absentia before.

    The Clerk: There is nothing that prevents any member from nominating another member when that member is not present, as long as that member is a permanent member of the committee.

    Mr. Pat Martin: How many members of the committee does the Alliance have? We have three here and we're nominating a fourth. Why are all these guys here then?

    The Clerk: One is a replacement. Mr. Bailey is replacing Mr. Vellacott.

[Translation]

    Mr. Yvan Loubier: I would like to ask a question, Madam Clerk. I'll give you an example. A little earlier, since Mr. Binet was not there, I was unable to nominate him as a candidate for the chairmanchip. I could have done so and claimed that he had agreed to stand as a candidate. I could have said that, and he would not have been there to contradict me. Therefore, there has to be something in writing. I agree with Mr. Martin.

    The Clerk: I'm not here to entertain debate; I'm only here to accept motions for the election of vice-chair.

+-

    Mr. Pat Martin: The chair should take over the chair for the purpose of entertaining this point of order. After this point of order has been ruled on, then we can resume our elections. It requires unanimous consent, I suppose.

    Mr. Charles Hubbard: I would not have nominated Mr. Vellacott without having spoken with him before this. I also checked with the rules of the House, and they are that the member does not have to be present.

    I don't think it's a matter of debate; it's a matter of procedure. We should proceed with the conclusion.

    The Clerk: As I said, I'm only here to entertain motions for the election of vice-chairs. I've received two nominations. Mr. Hubbard has nominated Mr. Vellacott, and Monsieur Loubier has nominated Mr. Martin.

    Are there any other motions?

    Mr. Martin.

    Mr. Pat Martin: I actually nominated Mr. Loubier first.

    Mr. Yvan Loubier: I declined. Thank you very much. I'm very honoured.

    The Clerk: We will now proceed to the election of the opposition vice-chair by secret ballot.
