The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 4:58 p.m. this day, in the Regency A Ballroom, Delta Centre-Ville, Montreal, Quebec, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Raymond Bonin, Nancy Karetak-Lindell, Yvan Loubier, Pat Martin.

Acting Member present: Larry Bagnell for John Godfrey.

In attendance: From the Committees Branch: José Cadorette, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley, Analyst.

Witnesses: From the Native Alliance of Quebec: Fernand Chalifoux, President; Patrick Brazeau, Congress of Aboriginal Peoples. From the Quebec Native Women Inc.: Michèle Audette, President; Merilda St-Onge; Ellen Gabriel; Monique Larivière. From the "Barreau du Québec": Carole Brosseau, Lawyer, Research and Legislation; Renée Dupuis, Lawyer.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

The witnesses made statements and answered questions.

At 7:49 p.m., the Committee adjourned to the call of the Chair.
