Monday, March 24, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 7:58 a.m. this day, in the Highland Room 6 & 7, World Trade and Convention Centre, Halifax, Nova Scotia, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Raymond Bonin, Stan Dromisky, Charles Hubbard, Nancy Karetak-Lindell, Pat Martin.

Acting Member present: Larry Bagnell for John Godfrey.

In attendance: From the Committees Branch: José Cadorette, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley, Analyst.

Witnesses: From the Assembly of First Nations of Nova Scotia and Newfoundland: Vice-Chief Rick Simon. From the Atlantic Policy Congress of First Nation Chiefs: Chief Lawrence Paul, Co-Chair, Millbrook First Nation. From the Atlantic Policy Congress of First Nation Chiefs Secretariat Inc.: John G. Paul, Executive Director. From the Confederacy of Mainland Micmacs: Janice Marie Maloney, Director, Statuatory Requirements and Governance. From the Native Council of Nova Scotia: Grace Conrad, President; Tim Martin, Member of the Board of Directors.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

The witnesses made statements and answered questions.

At 10:26 a.m., the sitting was suspended.

At 10:51 a.m., the sitting resumed.

At 11:48 a.m., the Committee adjourned to the call of the Chair.
