The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 8:58 a.m. this day, in Nanaimo, British Columbia, at the Beban Park Recreation Centre, Beban Lounge, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, David Chatters, Charles Hubbard, Pat Martin, Maurice Vellacott.

Acting Member present: Reed Elley for Brian Pallister.

In attendance: From the Committees Branch: Bibiane Ouellette, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley, Analyst.

Witnesses: From the First Nations Summit: Grand Chief Edward John; Satsan Herb George. From the British Columbia Treaty Commission: Miles Richardson, Chief Commissioner; Debra Hanuse, Commissioner; Jack Weisgerber, Commissioner. From the British Columbia Association of Aboriginal Friendship Centres: Patricia A. Ekland, Senior Policy Analyst. From the Assembly of First Nations: Vice-Chief Satsan Herb George, Office of the BC Regional Vice-Chiefs; Alfred Scow, Judge; Chief Nathan Matthews, Shuswap Tribal Council; Chris Robertson; Prof. Frank Cassidy, University of Victoria. Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

The witnesses made statements and answered questions.

At 12:26 p.m., the Committee adjourned to the call of the Chair.
