Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, — Government responses, pursuant to Standing Order 36(8), to the following petitions:

— No. 371-0543 concerning housing policy. — Sessional Paper No. 8545-371-64-03;

— No. 371-0557 concerning the Canada Post Corporation. — Sessional Paper No. 8545-371-23-14.

Presenting Reports from Committees

Mr. Williams (St. Albert) , from the Standing Committee on Public Accounts, presented the 17th Report of the Committee (Chapters 26 and 27 of the December 2000 Report of the Auditor General of Canada). — Sessional Paper No. 8510-371-136.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 19, 38 and 42) was tabled.


Mr. Williams (St. Albert) , from the Standing Committee on Public Accounts, presented the 18th Report of the Committee (Public Accounts of Canada 2000-2001). — Sessional Paper No. 8510-371-137.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 23, 31 and 42) was tabled.

Presenting Petitions

Pursuant to Standing Order 36, a petition certified correct by the Clerk of Petitions was presented as follows:

— by Mr. Blaikie (Winnipeg--Transcona) , concerning the National Missile Defence Program (No. 371-0602).

Government Orders

The Order was read for the consideration of the Business of Supply.

Mr. MacKay (Pictou--Antigonish--Guysborough) , seconded by Mr. Bachand (Richmond--Arthabaska) , moved, — That this House condemn the government for its failure to implement a national security policy to address the broad range of security issues, including those at Canadian ports of entry and borders, and call on the government to reassert Parliament’s relevance in these and other public policy issues.

Debate arose thereon.

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 Members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After ten minutes, a quorum was found.

The House resumed consideration of the motion of Mr. MacKay (Pictou--Antigonish--Guysborough) , seconded by Mr. Bachand (Richmond--Arthabaska) , in relation to the Business of Supply.

The debate continued.
