Presenting Reports from Committees

Mrs. Longfield (Whitby--Ajax), from the Standing Committee on Human Resources Development and the Status of Persons with Disabilities, presented the Sixth Report of the Committee (The Guaranteed Income Supplement: The Duty to Reach All). — Sessional Paper No. 8510-371-107.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 33, 34, 39 and 41) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Mark (Dauphin--Swan River), seconded by Mr. Herron (Fundy--Royal), Bill C-417, An Act respecting Canadian citizenship, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, — That the Opposition motion, standing on the Order Paper in the name of Mr. Day (Okanagan--Coquihalla), be allowed to stand in the name of M. Kenney (Calgary Southeast).

Government Orders

The Order was read for the consideration of the Business of Supply.

Mr. Kenney (Calgary Southeast), seconded by Mrs. Skelton (Saskatoon--Rosetown--Biggar), moved, — That, in the opinion of this House, the upcoming budget should:

(a) reallocate financial resources from low and falling priorities into higher need areas such as national security;

(b) reverse the unbudgeted spending increases to a maximum growth rate of inflation plus population;

(c) increase national security and defence spending by $3 billion;

(d) reduce Employment Insurance (EI) premiums by at least 15 cents for next year and continue reducing EI premiums to the break-even rate as soon as possible;

(e) commit to enhancing job creation by eliminating the capital tax over a maximum of three years beginning with a minimum 25% cut this year; and

(f) sell non-core government assets and use the proceeds to accelerate debt reduction.

Mr. Jaffer (Edmonton--Strathcona), seconded by Mr. Johnston (Wetaskiwin), moved the following amendment, — That the motion be amended in paragraph (c) by replacing the word “by” with the following:

    “immediately by a minimum of”.

Mr. Peterson (Secretary of State (International Financial Institutions)) laid upon the Table, — Notice of a Ways and Means motion to introduce an Act respecting the taxation of spirits, wine and tobacco and to implement increases in tobacco taxes and changes to the treatment of ships' stores. (Ways and Means Proceedings No. 11) — Sessional Paper No. 8570-371-10.

Pursuant to Standing Order 83(2), at the request of Mr. Peterson (Secretary of State (International Financial Institutions)), an Order of the Day was designated for the consideration of this Ways and Means motion.

By unanimous consent, it was ordered, — That the Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade be authorized to travel from February 9 to February 16, 2002, to Columbia in relation to its study of human rights, development and other matters in Columbia, that the said Committee be composed of one Canadian Alliance member, one Bloc Québécois member, one New Democratic Party member, one Progressive Conservative/Democratic Representative Coalition member and five Liberal members, and that the necessary staff do accompany the Committee.


By unanimous consent, it was ordered, — That, in relation to its consideration of the government's future role in agriculture, the Standing Committee on Agriculture and Agri-Food be authorized to travel in Canada, from February 18 to 22, 2002, from March 11 to 15, 2002, and from March 18 to March 22, 2002, to meet with Canadian farmers and other stakeholders in the agri-food sector, that the said Committee be composed of six government members and of five opposition members from the various opposition parties, and that the necessary staff do accompany the Committee.
