Thursday, March 15, 2001

The Standing Committee on Procedure and House Affairs met at 11:01 a.m. this day, in Room 112-N, Centre Block, the Chair, Derek Lee, presiding.

Members of the Committee present: Stéphane Bergeron, Marlene Catterall, Michel Guimond, Joe Jordan, Derek Lee, Paul Macklin, Carolyn Parrish, Geoff Regan, John Richardson, Jacques Saada and Tony Tirabassi.

Acting Members present: Scott Reid for John Reynolds; Ted White for Chuck Strahl; Lorne Nystrom for Yvon Godin; Peter MacKay for Rick Borotsik.

In attendance: From the Library of Parliament: James Robertson, research officer.

Appearing: From the House of Commons: The Hon. Don Boudria, Leader of the Government in the House of Commons.

Witnesses: From the Office of the Chief Electoral Officer: Jean-Pierre Kingsley, Chief Electoral Officer; Janice Vézina, Director, Election Financing; Diane Davidson, Director, Legal Services and Registrar of Political Parties.

The Order of Reference dated Tuesday, February 27, 2001, being now read as follows:

ORDERED, -- That Bill C-9, An Act to amend the Canada Elections Act and the Electoral Boundaries Readjustment Act be now read a second time and referred to the Standing Committee on Procedure and House Affairs.

The Hon. Don Boudria made a statement and, with the other witnesses, answered questions.

At 11:59 a.m., the sitting was suspended.

At 12:02 p.m., the sitting resumed.

Jean-Pierre Kingsley made a statement and, with the other witnesses, answered questions.

At 12:50 p.m., the Committee adjourned to the call of the Chair.
