The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:10 a.m. this day, in Room 371, West Block, the Chair, Raymond Bonin, presiding.

Member(s) of the Committee present: Larry Bagnell, Gérard Binet, Raymond Bonin, Jean-Guy Carignan, John Finlay, Nancy Karetak-Lindell, Guy St-Julien, Maurice Vellacott.

Other Member  present: Deborah Grey.

In attendance: From the Library of Parliament: Jean-Luc Bourdages and Mary Hurley, Research Officers.

Witness(es): From the The Mining Association of Canada: Michael Hardin, General Counsel and Corporate Secretary, Ashton Mining of Canada Inc.; Mike Hine, Manager of Mineral Development, Qikiqtaaluk Corporation; Pierre Gratton, Vice President, Public Affairs and Communications, MAC. From the Government of Nunavut: Alex Campbell, Deputy Minister for Sustainable Development; Gordon MacKay, Director of Minerals, Oil and Gas; Lois Leslie, Senior Legal Advisor, Department of Executive and Intergovernmental Affairs.

Pursuant to its Order of Reference of Thursday, September 27, 2001, the Committee resumed consideration of Bill C-33, An Act respecting the water resources of Nunavut and the Nunavut Surface Rights Tribunal and to make consequential amendments to other Acts (See Minutes of Proceedings, Tuesday, October 16, 2001, Meeting No. 21).

At 12:05 p.m. the sitting was suspended
