Thursday, October 18, 2001

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:00 a.m. this day, in Room 208, West Block, the Chair, Raymond Bonin, presiding.

Member(s) of the Committee present:  Raymond Bonin, Jean-Guy Carignan, John Finlay, John Godfrey, Gerald Keddy, Benoît Serré, Guy St-Julien, Maurice Vellacott.

In attendance: From the Library of Parliament: Jean-Luc Bourdages; Mary Hurley, Research Officers.

Witness(es): From the Department of Indian and Northern Affairs Canada: Will Dunlop, Director, Resource Policy and Transfers Directorate; Ron Bailey, Lands Specialist, Resource Strategies; Ian McGregor, Director General, Natural Resources and Environment Branch; Brian Gibson, Senior Advisor, Offshore Waters, Land and Water Management Division.

At 11:01 a.m. the sitting was suspended.

At 11:06 the sitting resumed.

Pursuant to its Order of Reference of Thursday, September 27, 2001, the Committee resumed consideration of Bill C-33, An Act respecting the water resources of Nunavut and the Nunavut Surface Rights Tribunal and to make consequential amendments to other Acts (See Minutes of Proceedings, Tuesday, October 16, 2001, Meeting No. 21).

Ian McGregor made a statement.

Will Dunlop, Ron Bailey, Ian McGregor and Brian Gibson answered questions.

At 12:00, the sitting was suspended.

At 12:06, the meeting resumed in camera.

At 12:28 p.m., the Committee adjourned to the call of the Chair.
