At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. Alarie (Louis-Hébert), seconded by Mrs. Tremblay (Rimouski -- Mitis), -- That, in the opinion of this House, the government should make labelling of genetically modified foods compulsory, and should carry out exhaustive studies on the long-term effects of these foods on health and the environment. (Private Members' Business M-230)

The debate continued.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Anderson (Minister of the Environment), seconded by Mr. MacAulay (Solicitor General of Canada), -- That Bill C-33, An Act respecting the protection of wildlife species at risk in Canada, be now read a second time and referred to the Standing Committee on Environment and Sustainable Development;

And of the amendment of Mr. Herron (Fundy -- Royal), seconded by Ms. St-Jacques (Shefford), -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

    "Bill C-33, An Act respecting the protection of wildlife species at risk in Canada, be not now read a second time but that it be read a second time this day six months hence."

Pursuant to Standing Order 76.1(11), Mr. Eggleton (Minister of National Defence) for Mr. Martin (Minister of Finance), seconded by Ms. Caplan (Minister of Citizenship and Immigration), moved, -- That the Bill be now read a third time and do pass.

MOTIONS

By unanimous consent, it was ordered, -- That the House continue to sit after 6:30 p.m. on Monday, June 12, 2000, and Tuesday, June 13, 2000, for the purpose of considering Government Orders, provided that the Chair shall not receive any dilatory motions, quorum calls or requests for unanimous consent, except for a motion to adjourn the House proposed only by a Minister of the Crown;

That, notwithstanding any Standing Order or usual practice of the House, the Minister of State and Leader of the Government in the House of Commons shall immediately introduce a bill entitled "An Act to amend the Parliament of Canada Act and the Members of Parliament Retirement Allowances Act", which shall be read a first time and disposed of as follows:

(a) The House shall proceed to the second reading stage of the said Bill when it has disposed of the third reading stage of Bill C-24 or at 6:30 p.m. this day, whichever is earlier, and when no Member rises to speak, all questions necessary to dispose of the second reading stage shall be put without further debate or amendment, and if a recorded division thereon is requested, it shall be deemed deferred until Tuesday, June 13, 2000, at 5:15 p.m.;

(b) After the said Bill is read a second time, it shall be referred to a Committee of the Whole, provided that after no more than one hour of consideration by the said Committee, every clause or other question necessary to dispose of the committee stage of the said Bill shall be deemed to have been carried on division, without amendment;

(c) The third reading stage of the said Bill may be taken up at or after 6:30 p.m. on Tuesday, June 13, 2000, provided that when no Member rises to speak, all questions necessary to dispose of the third reading stage shall be put without further debate or amendment and if a recorded division thereon is requested, it shall be deemed deferred until Wednesday, June 14, 2000, at the expiry of the time provided for Government Orders.

INTRODUCTION OF GOVERNMENT BILLS

Pursuant to Order made earlier this day, on motion of Mr. Boudria (Leader of the Government in the House of Commons), seconded by Ms. Caplan (Minister of Citizenship and Immigration), Bill C-37, An Act to amend the Parliament of Canada Act and the Members of Parliament Retiring Allowances Act, was introduced, read the first time, ordered to be printed and ordered for a second reading later this day.
