Tuesday, February 29, 2000

The Standing Committee on Justice and Human Rights met at 3:36 p.m. this day, in Room 209, West Block, the Chair, Andy Scott, presiding.

Members of the Committee present: Reg Alcock, Michel Bellehumeur, Carolyn Bennett, Aileen Carroll, Paul DeVillers, Ivan Grose, John Maloney, John McKay, John Reynolds, Jacques Saada and Andy Scott.

Acting Members present: Grant McNally for Chuck Cadman, Eric Lowther for Jim Abbott, Real Menard for Pierrette Venne and Svend Robinson for Peter Mancini.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst, Mary C. Hurley, Researcher.

The Order of Reference dated Monday, February 21, 2000, being now read as follows:

ORDERED, -- That Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Chair called Clause 1.

The Minister made an opening statement and with the other witnesses answered questions.

At 5:06 p.m., the Committee adjourned to the call of the Chair.
