Meeting No. 47

Wednesday, April 12, 2000

The Standing Committee on Fisheries and Oceans met at 3:35 p.m. this day, in Room 701, La Promenade Building, the Chair, Wayne Easter, presiding.

Members of the Committee present: Yvan Bernier, John Cummins, Wayne Easter, Nancy Karetak-Lindell, Bill Matthews, Lawrence O'Brien, Marcel Proulx, Carmen Provenzano, Paul Steckle and Peter Stoffer.

Acting Member(s) present: Mark Muise for Gerald Keddy.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer, Researcher.

Witnesses: From the Atlantic Fishing Industry Alliance: Denny Morrow, Coordinator. As Individual: Sterling Belliveau.

Pursuant to Standing Order 108(2), study on the implications of the September 17th, 1999 Supreme Court decision on R. v. Marshall on the Management of fisheries in the Atlantic Region.

By videoconference from Yarmouth, Nova Scotia.

The witnesses made opening statements and answered questions.

By unanimous consent, it was agreed - That the motion of Bill Mathews be withdrawn.

Peter Stoffer moved, - That the Chair be authorized to write to the Auditor General on behalf of the Committee, requesting the Auditor General to undertake an investigation of Scotia Rainbow, an Arichat, Nova Scotia fin-fish farm, in connection to outstanding debts to three federal agencies totalling more than $6.9 million.

After debate thereon, the question being put on the motion it was negatived.

At 5:20 p.m., the Committee adjourned to the call of the Chair.
