Tuesday, March 21, 2000
The Standing Committee on Foreign Affairs and International Trade met in camera at 8:45 a.m. this day, in Room 705, La Promenade Building, the Chair, Bill Graham, presiding.
Members of the Committee present: Sarkis Assadourian, Jean Augustine, Maud Debien, Bill Graham, Keith Martin, Ted McWhinney, Denis Paradis, Bernard Patry, Svend Robinson, Bob Speller.
Acting Member present: Pauline Picard for Françine Lalonde.

Pursuant to Standing Order 108(2), the Committee resumed its examination of the conflict and post-conflict periods in Kosovo. (See Minutes of Proceedings, Thursday, February 10, 2000, Meeting No. 19.)
The Committee commenced its consideration of a draft report.
The Committee proceeded to examine its future business.
The Chair presented the Third Report of the Sub-Committee on Agenda and Procedure which is as follows:
It was agreed, --That in relation to its examination of pursuing Canada's foreign policy interests in the South Caucasus and Central Asia, the Committee agree to postpone the proposed dates of travel to the region to May 6 to 16, 2000.
It was agreed, --That in relation to its examination of pursuing Canada's foreign policy interests in the South Caucasus and Central Asia, a list of proposed witnesses be approved.
It was agreed, --That the Committee engage the services of Country Indicators for Foreign Policy Project at Carleton University to update the Project's database in order to provide data relevant to the Committee's examination of pursuing Canada's foreign policy interests in the South Caucasus and Central Asia, for a sum not to exceed $500.00.
It was agreed, --That in relation to its examination of sanctions against Iraq, the Committee approve a list of witnesses to be grouped into panels that would be comprised of both NGOs and academics.
It was agreed, --That a draft resolution related to the Committee's examination of the conflict and post-conflict periods in Kosovo be distributed to the Committee for its consideration.
It was agreed, --That in relation to the proposal for a study of the impact of globalisation, the Steering Committee remain seized of the issue and pursue further discussions informally among the parties to determine the possibility of scheduling several preliminary hearings on the subject, if time permits, prior to the summer recess and in advance of the next G-8 Summit.
It was agreed, --That parapraph 1 be concurred in on division.
After debate, the Third Report was concurred in.
At 09:45 a.m., the Committee adjourned to the call of the Chair.
