Meeting No. 30

Thursday, June 8, 2000

The Standing Committee on Citizenship and Immigration met in a televised session at 9:11 a.m. this day, in Room 269, West Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Leon Benoit, Bernard Bigras, John Bryden, Joe Fontana, Sophia Leung, Rick Limoges and Pat Martin.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Appearing: The Honourable Elinor Caplan, Minister of Citizenship and Immigration.

Witnesses: From the Department of Citizenship and Immigration: Michel Dorais, Associate Deputy Minister; Joan Atkinson, Acting Deputy Minister, Policy and Program Development; Martha Nixon, Assistant Deputy Minister, Operations; Daniel Therrien, Senior Legal Counsel.

The Order of Reference dated Tuesday, June 6, 2000, being read as follows:

ORDERED, - That Bill C-31, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger be now read a second time and referred to the Standing Committee on Citizenship and Immigration.

In accordance with Standing Order 75(1), Clause 1 was postponed.

The Chair called Clause 2.

The Minister made a statement and, with Joan Atkinson, answered questions.

At 11:00 a.m., the Committee adjourned until 3:30 p.m., Wednesday, June 14, 2000.
