MINUTES OF PROCEEDINGS

Meeting No. 5

Tuesday, November 16, 1999

The Standing Committee on Agriculture and Agri-Food met at 9:07 a.m., this day, in Room 269, West Block, the Chair, John Harvard, presiding.

Members of the Committee present: Rick Borotsik, Garry Breitkreuz, Murray Calder, Odina Desrochers, John Harvard, Gar Knutson, Larry McCormick, Joe McGuire, Ian Murray, Gerry Ritz, Rose-Marie Ur.

Acting Member present: Rick Laliberté for Dick Proctor.

Other Member present: Rick Casson.

In attendance: From the Parliamentary Research Branch-Library of Parliament: Frédéric Forge, Researcher; Jean-Denis Fréchette, Economist.

Witnesses: From the Farm Credit Corporation: John Ryan, President and Chief Executive Officer; Marshall Stachniak, Vice-President, Farm Financing. From the Royal Bank of Canada: Carlos Leitao, Senior Economist, Royal Bank Financial Group; John Murphy, Vice-President - Agriculture.

Pursuant to Standing Order 108(2), the Committee resumed the study of the effectiveness of long-term safety nets and other national initiatives to provide the stability and environment necessary for stable growth in the agricultural industry.

John Ryan, John Murphy and Carlos Leitao made opening statements and, with other witnesses, answered questions.

On motion of Larry McCormick, seconded by Murray Calder, it was agreed, -- That, the Budget relating to the Study of the effectiveness of long term Safety nets and other national initiatives to provide the stability and environment necessary for stable growth in the agricultural industry, totaling $60,000.00 for witnesses expenses be agreed to, and -- That, the Chair be authorized to submit it to the Liaison Committee.

It was agreed, -- That, the Chair be authorized to request funding from the Liaison Committee for a proposed trip to Paris, Brussels and Strasbourg of about $70,000.00 and that he also seeks the House's authorization for the said trip, on the upcoming WTO Negotiations on Agriculture with our European Counterparts.

At 10:59 a.m., the Committee adjourned to the call of the Chair.
