Wednesday, November 3, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, Sue Barnes, presiding.

Members of the Committee present: Claude Bachand, Sue Barnes, Ray Bonin, Paul DeVillers, John Finlay, Ghislain Fournier, Jim Gouk, Ivan Grose, Louise Hardy, David Iftody, Nancy Karetak-Lindell, Gerald Keddy, Derrek Konrad, John O'Reilly, Mike Scott, Guy St-Julien.

Acting Member present: Svend Robinson for Louise Hardy at 4:53 p.m..

In attendance: From the Library of Parliament: Mary Hurley; Tonina Simeone, Research Officers. From the Committees and Legislative Services Directorate of the House of Commons: Roger Préfontaine, Committee Clerk.

Appearing: From the Department of Indian Affairs and Northern Development: The Honourable Robert Nault, Minister of Indian Affairs and Northern Development.

Witnesses: From the Department of Indian Affairs and Northern Development: Tom Molloy, Chief Federal Negotiator; John Watson, Regional Director General, British Columbia Region.

The Order of Reference being read as follows:

ORDERED - That Bill C-9, An Act to give effect to the Nisga'a Final Agreement, be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development. (Extract from the Journals of the House of Commons of Monday, November 1, 1999)

Pursuant to Standing Order 75(1), consideration of the preamble and Clause 1 of the Bill is postponed.

The Honourable Robert Nault made a statement and, with Tom Molloy and John Watson, answered questions.

By unanimous consent, Mike Scott replied to a statement made by Sven Robinson.

At 6:29 p.m., the Committee adjourned to the call of the Chair.
